Book excerpt: Husserl and the Idea of Europe argues that Edmund Husserl’s late reflections on Europe should not be read either as departures from his early transcendental phenomenology or as simple exercises of cultural criticism but rather as systematic phenomenological reflections on generativity and historicity. Timo Miettinen shows that Husserl’s deliberations on Europe contain his most compelling and radical interpretation of the intersubjective, communal, and historical dimensions of phenomenology. Husserl and his generation worked in the aftermath of World War I, as Europe struggled to redefine itself, and he penned his late writings as the clouds of World War II gathered. Decades later, the fall of the Soviet Union again altered the continent’s identity and its political and economic divisions. Miettinen writes as a European involved in the question of Europe, and many of the recent authors and critics he addresses in this work—such as Michel Foucault, Jacques Derrida, and Giorgio Agamben—likewise deeply engaged with this new problem of European identity. The second approach rejects the discourse on values emphasizes the post-Enlightenment emergence of the concept of Europe, and the political and ideological implications in its continuous redefinitions (and re elaborations) during the past two or more centuries. This volume offers new approaches that integrate the long temporal dimension of the values-based approach, albeit devoid of its teleological element, with the "constructivist" interpretation.

In it, Ortega critiques a populist deformation of democracy by the rise of a “mass mentality” characterized by selfishness, a lack of curiosity, and a general indifference to the opinions and attitudes of others. However, as Brendon Westler makes clear, we need to look beyond Ortega’s arguments about populism and democracy in his most famous work to recover the philosopher’s expansive political outlook and to identify his valuable contributions to the history and advancement of liberalism. Westler’s book reconstructs Ortega’s political theory, underscoring its distinctive historical origins as well as the ways in which it might be instructive to us today. Through an exploration of works less familiar to an English-speaking audience, such as Concord and Liberty, “Vieja y nueva política,” “De Europa meditatio Quaedam,” and “Democracia morbosa,” combined with a sensitivity to larger social and political ideas circulating within Spain, The Revolting Masses traces the contours of Ortega’s approach to politics. Westler argues that reading texts written over the course of the philosopher’s entire career, in combination with The Revolt of the Masses, offers a more complete picture of Ortega’s political thought—one that advocates for a liberal ethos as an answer to populism and promotes both individual freedom and the preservation of community bonds. Book excerpt: Mediterranean states are often thought to have 'democratised' only in the post-war era, as authoritarian regimes were successively overthrown. On its eastern and southern shores, the process is still contested. Re-imagining Democracy looks back to an earlier era, the late eighteenth and early nineteenth centuries, and argues it was this era when some modern version of 'democracy' in the region first began. By the 1860s, representative regimes had been established throughout southern Europe, and representation was also the subject of experiment and debate in Ottoman territories. Talk of democracy, its merits and limitations, accompanied much of this experimentation - though there was no agreement as to whether or how it could be given stable political form. Re-imagining Democracy assembles experts in the history of the Mediterranean, who have been exploring these themes collaboratively, to compare and contrast experiences in this region, so that they can be set alongside better-known debates and experiments in North Atlantic states. States in the region all experienced some form of subordination to northern 'great powers'. In this context, their inhabitants had to grapple with broader changes in ideas about state and society while struggling to achieve and maintain meaningful self-rule at the level of the polity, and self-respect at the level of culture. Innes and Philip highlight new research and ideas about a region whose experiences during the 'age of revolutions' are at best patchily known and understood, as well as to expand understanding of the complex and variegated history of democracy as an idea and set of practices.
