ICT become fast available widespread and rapidly growing access to and use of ICT, additionally enhances the process of technological substitution, which consists in switching from the ‘old’ to ‘new’ technological solutions. The on-going digital revolution, undeniably, pervasively impacts and reshapes societies and economies, hence deserves special attention and interest. This book provides extensive evidence on information and communication technologies development diffusion patterns, unveils specific ‘network effects’ that enhance rapid spread of ICT, and detect major macroeconomic determinants of this process, across 36 Asian economies over the period 1980-2015. Moreover, this research traces country-specific patterns of the unique process. We consider two types of technological substitution, namely: ‘fixed-to-mobile’ type technological substitution process encompasses switching from fixed telephony (‘old technology’) to mobile telephony (‘new technology’); while the ‘fixed-to-wireless’ type technological substitution – switching from fixed (narrowband and/or broadband) fixed Internet networks (‘old technologies’) to wireless (mainly broadband) Internet networks (‘new technologies’). Moreover, this study empirically identifies the potential effect of selected macroeconomic factors, which may potentially enhance dynamic spread of ICT.

This paper employs an extension of the standard growth accounting framework, using estimates of stock of ICT capital (hardware, software, and telecommunications equipment), to estimate the direct contributions to growth. The contribution of ICT to growth in Asia during the 1990s is found to be mainly from capital deepening. Total factor productivity (TFP) is also decomposed (using the dual-or revenue-based-approach) into the contributions of non-ICT capital stock, ICT capital stock, and labor. TFP growth is found to be relatively small in most Asian countries.

Book excerpt: Asian countries are at different development stages in the building of an information and communication technology (ICT) industry. Although East Asian countries, especially Japan and Korea, have reached a high penetration rate of broadband and telephony, most of the South and South-East Asian countries are still at the early stage of the diffusion process. It is even more interesting that some Asian countries have recently achieved robust growth in the penetration rate of particular ICT devices, for instance, cellular ones, amid sluggish socio-economic performance. This phenomenon raises the question of how the contribution by ICT affects society and who enjoys the development of this sector? In order to address these questions, this study aims to relate the network externality with regard to socio-economic variables included in the calculation of the Human Development Index (HDI): educational attainment and health (life-expectancy rate). The ICT variables of the analysis include the penetration rate of the fixed-line, Internet subscriber, computer and TV. The study covers roughly 35 selected Asian countries that represent all the sub-regions in Asia based on the World Bank and International Telecommunication Union's database, and the figures range in time from 1983 to 2005. The study first identifies the unit root test and then builds cointegration between the series. As there are many gaps in the data, the Maddala-Wu (1999) estimation is implemented while the Westerlund (2007) cointegration test is applied to non-stationary series. The results are quite surprising in that most ICT device development has no statistical evidence of cointegration with socio-economic variables. Primary education has very weak cointegration with the development of ICT devices however. Thus, there is a need for further innovation in this sector to provide more socio-economic devices to support a better level of welfare.

Within Asian region, South Korea represents the developed group, China and Vietnam characterize the developing group. China and Vietnam have similar political structure but the first is much bigger than the latter. Therefore, ICT implementation is different between these 2 countries. This paper is organized as follow, first, short overviews of ICT development as well as the advantages of ICT. Second, 3 countries (South Korea, China and Vietnam) are described in details in both national characteristics and ICT performance. In this section, the ICT industry and development of each country are analyzed in terms of what they have done to adopt ICT as well as how much progress has been made. In section 4, the information about popular ICT ranking indices are given. The 10 three chosen indices are Networked Readiness Index, Digital Economy Ranking and ICT Development Index. The empirical research of cluster building for 12 selected countries is presented in Section 5. In the final section, the guidelines for better ICT adoption are presented. In particularly, Vietnam and China are discussed in more details and their political recommendation is drawn. The data used in this paper are mostly from World Bank, Information Technology Union. The indicators and indexes provided are for 2010 or 2011. Because the crisis from 2007-2009 could affect negatively in the world economy and ICT particularly, GNI per capita and GDP growth rate of 2010 present relatively better research result.
