Book excerpt: Social science from Western countries continues to have the greatest global influence, but the field is expanding rapidly in Asia and Latin America, particularly in China and Brazil. In sub-Saharan Africa, social scientists from South Africa, Nigeria andKenya produce 75% of academic publications. In South Asia, barring some centres of excellence in India, social sciences as a whole have low priority. These are a few of the findings from World Social Science Report, 2010: Knowledge divides. Produced by the International Social Science Council (ISSC) and co-published with UNESCO, the Report is the first comprehensive overview of the field in over a decade. Hundreds of social scientists from around the world contributed their expertise to the publication. Gudmund Hernes, President of the ISSC, Adebayo Olukoshi, Director of the United Nations African Institute for Economic Development and Planning (IDEP), Hebe Vessuri, Director, Venezuelan Institute for Scientific Research (IVIC), and François Héran, Director of Research, National Institute for Demographic Studies (INED), France, are among the experts who presented the Report during its official launch at UNESCO Headquarters in Paris on 25 June 2010.

Book excerpt: Following the pattern of the Internet growth in popularity, started in the early 1990s, the current unprecedented expansion of wireless technology promises to have an even greater effect on how people communicate and interact, with considerable socio-economic impact all over the world. The driving force behind this growth is the remarkable progress in component miniaturization, integration, and also devel- ments in waveforms, coding, and communication protocols. Besides established infrastructurebased wireless networks (cellular, WLAN, sat- lite) ad-hoc wireless networks emerge as a new platform for distributed applications and for personal communication in scenarios where deploying infrastructure is not feasible. In ad-hoc wireless networks, each node is capable of forwarding packets on behalf of other nodes, so that multi-hop paths provide end-to-end connectivity. The increased flexibility and mobility of ad-hoc wireless networks are favored for appli- tions in law enforcement, homeland defense and military. In a world where wireless networks become increasingly interoperable with each other and with the high-speed wired Internet, personal communication systems will transform into universal terminals with instant access to variate content and able of handle demanding tasks, such as multimedia and real-time video. With users roaming between networks, and with wide variation in wireless link quality even in a single domain, the communications terminal must continue to provide a level of Quality of Service that is acceptable to the user and conforms to a contracted Service Level Agreement.

Book excerpt: PROGRESA is one of the Mexican government's major programs aimed at developing the human capital of poor households. In early 1998, IFPRI was asked to assist Mexico's government to determine if PROGRESA was functioning as it was intended to. This research report synthesizes IFPRI's findings about PROGRESA's impact and operation. The majority of IFPRI's findings suggest that PROGRESA's combination of education, health, and nutrition interventions into one integrated package has had a significant positive impact on the welfare and human capital of poor rural families. The report will interest researchers, policymakers, and advisers seeking a better sense of the basic elements of a program that can be effective in alleviating poverty in the short and long run.

Available in PDF, EPUB and Kindle. Book excerpt: This book examines localism as a political idea and policy approach and explains what localism is about, why it is growing in importance and how it relates to other themes in politics. Illustrated with case studies from the United Kingdom, mainland Europe and the Indian sub-continent, the book analyses localism in conceptual and theoretical terms and locates it within the overall landscape of political thought. Key themes covered in the book include place, space and scale; decentralization and devolution; multi-level governance; public value; democracy and empowerment; and political design. With the focus on the bottom-up, constructivist aspects of localism, the book argues that localism is most likely to work successfully in a political order where sovereignty is ‘distributed’ across various social spheres and levels of government. It offers a comprehensive view of localism by synthesizing its various strands and creating a distinctive framework for design and evaluation. This book will be of particular interest to scholars, students and practitioners of localism, particularly within local and regional government, public administration and policy, human and political geography, and urban studies.
