Water resources, especially freshwater resources, are not only in storage around the world but also unevenly distributed. Because of human behavior, climate change, and economic and social developments, water withdrawals and supplies have been changing momentously within recent times. The three primary reasons causing an increase in water consumption are agricultural usage, industrial and power generation usage, and domestic usage. While the total water demand has been growing, water supplies have been strongly, and sometimes adversely, influenced by climate change and human activities. Under these circumstances, the necessity of developing a model capable of analyzing and predicting the water availability within basins of interest, while incorporating spatial elements and heterogeneities as well as atmospheric changes, is crucial. This research study focused on assessing the water supply conditions and water availability within the South Fork Eel River watershed in California by modeling the surface flows through employing the Watershed Environmental Hydrology (WEHY) model. Primarily, the WEHY model uses upscaled hydrologic conservation equations to represent the environmental and hydrologic processes on the temporal and spatial level. The physically based parameters of the WEHY model make possible the scheming of the impact of heterogeneity within natural watersheds. In this study, a geographic information system (GIS) database, formed by the digital elevation model (DEM) map, the land use map, the soil map, along with other spatial maps and land observation data, was first established based on the investigation performed. Then the hydrologic module of the WEHY model was selected for the hydrologic modeling of the South Fork Eel River watershed and was configured over the watershed. A system of model computational units (MCUs) and stream reaches served as the essential elements of the WEHY model. Applying the model control parameters and routing parameters, the WEHY model was then successfully calibrated and validated over the watershed by comparing the simulation results against historical data. The validated model was then used to reconstruct the historical flow discharges within the South Fork Eel River watershed, which allowed the assessment of the trends and the water availability within the basin during the past few decades. Moreover, with a good validation result, further projections of the South Fork Eel River watershed become possible using the calibrated and validated WEHY model.

Book excerpt: The Old Woman Creek watershed, located in the south-western basin of Lake Erie is one of its concerns for the amounts of sediments, nutrients, and other chemical discharges into Lake Erie. BASINS, a watershed-scale model, was used along with its internal models, HSPF and PLOAD, to simulate flow and pollutant loads from the Old Woman Creek watershed. Physical properties of soil and land use, meteorological data and, observed flow data were collected for a 6-year period from 2001 to 2006 and are used in the model development and validation. The model was calibrated for four years (2000-01 to 2003-04) and validated for another two years (2004-05 and 2005-06). For the calibration period, the correlation between the observed and simulated daily runoff was strongly accurate, as shown by the coefficient of determination value of 0.77. The coefficient of determination was 0.81 for the validation period. The Nash-Sutcliffe coefficients obtained were 75.5% and 79.7% for the calibration and validation period, respectively. The model was run and calibrated by adjusting lower zone evapotranspiration parameter (LZETP), fraction of groundwater inflow to deep recharge (DEEPFR), lower zone nominal soil moisture storage (LZSN), index to mean soil infiltration rate (INFILT), groundwater recession rate (AGWRC), interflow coefficient (INTFW) and, interflow recession coefficient (IRC). Calibration of these parameters improved the model simulation of flow as compared to the initial model run. The calibrated model was applied to the validation data set. The developed watershed model predicts the flow and pollutant loads and concentration. The model had a commendable success in the prediction of flow, which was calibrated and validated. The pollutant loads and concentration could not be validated because of the lack of observed data for the time series. The developed model was a strong success since all the model performance statistical parameters displayed strong accuracy comparable to the observed flow data. The model validation was a success too with the calibrated model. The daily observed values of stream flows were averaged to obtain monthly values which were then compared with the predicted values. The predicted values conformed well to the average monthly observed values, thus leading to the strong performance of the watershed model. Data availability and its accuracy play an important role in the development of any watershed model. It can be inferred that instead of using nationally derived datasets, study area specific datasets should be obtained to be used in the modeling process. Studies conducted by Earthtech and Strand Associates Inc. in Rock River Basin, Wisconsin (2000) pointed out discrepancies in data obtained from USGS gauge stations. It can be concluded that the BASINS model with the availability of actual weather data as well as actual field data for modeling the Old Woman Creek watershed. It was concluded that the model performance can be greatly improved by adopting a more comprehensive method for simulating flow representing all the hydrological components and to simulate various management scenarios to solve hydrologic problems in the Old Woman Creek watershed.

Distributed hydrologic models are known to be very computationally intensive and difficult to calibrate. To cope with the high computational cost of the process a Surrogate Model Optimization (SMO) technique that is built for distributed computing facilities is proposed. The proposed method along with two analogous SMO methods are employed to calibrate WATCLASS hydrologic model. This model has been developed in University of Waterloo and is now a part of Environment Canada MESH (Environment Canada community environmental modeling system called Modèlisation Environmentale Communautaire (MEC) for Surface Hydrology (SH)) systems. SMO has the advantage of being less sensitive to "curse of dimensionality" and very efficient for large scale and computationally expensive models. In this technique, a mathematical model is constructed based on a small set of simulated data from the original expensive model. SMO technique follows an iterative strategy which in each iteration the surrogate model map the region of optimum more precisely. A new comprehensive method based on a smooth regression model is proposed for calibration of WATCLASS. This method has at least two advantages over the previously proposed methods: a)it does not require a large number of training data, b) it does not have many model parameters and therefore its construction and validation process is not demanding. To evaluate the performance of the proposed SMO method, it has been applied to five well-known test functions and the results are compared to two other analogous SMO methods. Since the performance of all SMOs are promising, two instances of WATCLASS modeling Smoky River watershed are calibrated using these three adopted SMOs and the resultant Nash-Sutcliffe numbers are reported.

To compensate for the large model domain and sparse data, rigorous meteorological development and characterization of hydraulic geometry were employed to spatially distribute climate and hydrologic processes in unmeasured locations. Parameterization techniques sought to include known spatial information for tributaries such as soils information and slope, and then parameters were scaled up or down during calibration to retain the spatial characteristics of the land surface in un-gaged areas. The hydrologic and suspended sediment calibration focused more heavily on the Sacramento River rather than the tributaries. Calibration and validation of the Sacramento River ranged from "good" to "very good" performance based upon a "goodness-of-fit" statistical guideline. Book excerpt: The Wood River Basin lies upstream of Upper Klamath Lake, the main reservoir of the USBR Klamath Irrigation Project that provides irrigation water to 210,000 acres of downstream land. Water allocation became a contentious issue in 2001 when drought led to curtailment of irrigation deliveries to the Klamath Irrigation Project in order to maintain minimum lake levels and river flows for endangered species. After lengthy negotiations the Klamath Basin Restoration Agreement was signed in February 2010, and calls for flow increases of 30,000 ac-ft/yr into Upper Klamath Lake from voluntary upstream sources. The Wood River Basin is a potential source of this water, but poorly understood hydrology makes estimates of water gains in response to conservation strategies uncertain. To better understand the hydrology of the Wood River Basin a fully distributed, physically based model was set up using the MIKE SHE hydrology model and MIKE 11 hydraulic model by DHI, Inc. The model was developed by recreating the actual management of the basin from 2002 to 2009, a period when tracts of land in the basin were enrolled in land idling programs for water conservation. Calibration and validation was evaluated against shallow groundwater observations. Overall the model described the average conditions of the basin well. Locations that were simulated inaccurately were limited to those in close proximity to the model boundary or to the Wood River, the result of using average values to describe these heterogeneous features. The model was used to simulate two end-member scenarios to determine the limits of water conservation strategies, basin-wide full irrigation and non-irrigation. Two reduced irrigation scenarios were also simulated, the first reduced the irrigation season to June and July, the second eliminated every other irrigation application. The simulation that recreated the actual management showed that non-irrigated tracts did not substantially reduce the consumptive use because water from the surrounding irrigated tracts was able to flow in via the shallow aquifer and provide sub-irrigation. For the full irrigation scenario the average annual consumptive use was 126,000 ac-ft/yr. For the non-irrigated scenario it was 96,000 ac-ft/yr, a reduction of 24%. For the two reduced irrigation scenarios the consumptive use was decreased by 14% and 12%. When compared to the irrigated scenario the total increase of flow to Upper Klamath Lake during the growing season was 60,000 ac-ft/yr for the non-irrigated scenario; and 36,000 ac-ft/yr and 31,000 ac-ft/yr for the two reduced irrigation scenarios respectively. Irrigation in the basin was found to transfer stream flow from the summer time to the winter time due to saturated winter conditions from late season irrigations resulting in increased runoff. There is potential for water conservation strategies in the Wood River Basin to substantially increase water flow into Upper Klamath Lake, but these strategies would have to be implemented extensively throughout the basin to reduce sub-irrigation.

Book excerpt: Abstract : A physically based hydrologic model, the HEC-Hydrologic Modeling System (HMS), developed by the U.S. Army Corps of Engineers, has been parameterized using the Soil Moisture Accounting (SMA) algorithm, calibrated, and validated for the Lake Travis and Lake Lyndon B. Johnson (LBJ) contributing basins in central Texas. The basins are divided into a total of 15 sub-basins, and HEC-HMS with the SMA algorithm represents each sub-basin with five water storage layers involving twelve parameters--surface depression storage, canopy interception storage, upper zone soil storage, tension zone soil storage, infiltration rate, and soil percolation rate, along with storage depths, storage coefficients and percolation rates for one shallow and one deep groundwater layer. The first six parameters and the percolation rate for the interflow were estimated objectively using a combination of the National Land Cover Database 2011 (NLCD 2011) and Soil Survey Geographic Database (SSURGO). The next four parameters were estimated based on analysis of historical streamflow records, and the last parameter was determined through model calibration. The parameter analysis shows that the tension zone storage, interflow storage coefficient and the baseflow percolation rate are the most sensitive parameters for this watershed model. Comparison of simulated and observed streamflows showed that the estimated parameters can be used with meteorological data to simulate flows into the Highland Lakes system in central Texas. The results of the statistical analysis indicate that the simulated flows and observed flows are reasonably well correlated. The model performance is rated as good to very good for all the metrics. The PBIAS coefficient is 9.6 and the Nash-Sutcliffe efficiency value is 0.71 for the entire simulation period, 2004-2016. The model performance can potentially be improved through further calibration and by using the hourly climatic input data instead of daily data. xi In future work, the validated HEC-HMS model can be employed with seasonal climate forecasts and under long-range land-use and climate projections. In addition, radar-based precipitation data can be used to represent the climatic variability on a grid-based scale.
