But it must be admitted, that in contrast to physicists and chemists, "quantum chemists" seem to be a rather ill-defined category of scientists. Quantum chemists are more or less physicists (basically theoreticians), more or less chemists, and by large, computationists. But first and foremost, we, quantum chemists, are conscious beings. We may safely guess that quantum chemistry was one of the first areas in the natural sciences to lie on the boundaries of many disciplines. We may certainly claim that quantum chemists were the first to use computers for really large scale calculations. The scope of the problems which quantum chemistry wishes to answer and which, by its unique nature, only quantum chemistry can only answer is growing daily. Retrospectively we may guess that many of those problems meet a daily need, or are say, technical in some sense. The rest are fundamental or conceptual. The daily life of most quantum chemists is usually filled with grasping the more or less technical problems. But it is at least as important to devote some time to the other kind of problems whose solution will open up new perspectives for both quantum chemistry itself and for the natural sciences in general.

The designation “strong fields” applies to external static magnetic, and/or electric fields that are sufficiently intense to cause alterations in the atomic or molecular str- ture and dynamics. The specific topics treated are the behavior and properties of atoms in strong static fields, the fundamental aspects and electronic structure of molecules in strong magnetic fields, the dynamics and aspects of chaos in highly excited R- berg atoms in external fields, matter in the atmosphere of astrophysical objects (white dwarfs, neutron stars), and quantum nanostructures in strong magnetic fields. It is obvious that the elaboration of the corresponding properties in these regimes causes the greatest difficulties, and is incomplete even today. Present-day technology has made it possible for many research groups to study the behavior of matter in strong external fields, both experimentally and theore- cally, where the phrase “experimentally” includes the astronomical observations. - derstanding these systems requires the development of modern theories and powerful computational techniques. Interdisciplinary collaborations will be helpful and useful in developing more efficient methods to understand these important systems. Hence the idea was to bring together people from different fields like atomic and molecular physics, theoretical chemistry, astrophysics and all those colleagues interested in aspects of few-body systems in external fields.

Book excerpt: This is the third, significantly expanded edition of the comprehensive textbook published in 1990 on the theory and applications of path integrals. It is the first book to explicitly solve path integrals of a wide variety of nontrivial quantum-mechanical systems, in particular the hydrogen atom. The solutions have become possible by two major advances. The first is a new euclidean path integral formula which increases the restricted range of applicability of Feynman's famous formula to include singular attractive 1/r and 1/r2 potentials. The second is a simple quantum equivalence principle governing the transformation of euclidean path integrals to spaces with curvature and torsion, which leads to time-sliced path integrals that are manifestly invariant under coordinate transformations. In addition to the time-sliced definition, the author gives a perturbative definition of path integrals which makes them invariant under coordinate transformations. A consistent implementation of this property leads to an extension of the theory of generalized functions by defining uniquely integrals over products of distributions. The powerful Feynman–Kleinert variational approach is explained and developed systematically into a variational perturbation theory which, in contrast to ordinary perturbation theory, produces convergent expansions. The convergence is uniform from weak to strong couplings, opening a way to precise approximate evaluations of analytically unsolvable path integrals. Tunneling processes are treated in detail. The results are used to determine the lifetime of supercurrents, the stability of metastable thermodynamic phases, and the large-order behavior of perturbation expansions. A new variational treatment extends the range of validity of previous tunneling theories from large to small barriers. A corresponding extension of large-order perturbation theory also applies now to small orders. Special attention is devoted to path integrals with topological restrictions. These are relevant to the understanding of the statistical properties of elementary particles and the entanglement phenomena in polymer physics and biophysics. The Chern–Simons theory of particles with fractional statistics (anyons) is introduced and applied to explain the fractional quantum Hall effect. The relevance of path integrals to financial markets is discussed, and improvements of the famous Black–Scholes formula for option prices are given which account for the fact that large market fluctuations occur much more frequently than in the commonly used Gaussian distributions. The author's other book on 'Critical Properties of Φ4 Theories' gives a thorough introduction to the field of critical phenomena and develops new powerful resummation techniques for the extraction of physical results from the divergent perturbation expansions. The first meeting of this name was held at the National Bureau of Standards in Gaithersburg, Maryland in 1984, and, if any tradition can yet be said to have been established in the series, it is that the proceedings be written after the conference. We hope thereby to preserve some impression of the discussions that took place, which in both cases were vigorous and unihibited. Both meetings happen to have convened in proximity to major developments in the field. At the time of the first conference, results of experimental measurements of dielectronic recombination in electron ion beams were beginning to appear. These showed large discrepancies with theoretical calculations, which were attributed to the effects of rather weak electric fields on the highly-excited states that mediate the recombination process. This conjecture gave rise to widespread concern in the plasma physics community that the representation of dielectronic recombination in existing plasma models, in which it plays an important role in energy and ionization balance, might be seriously in error due to neglect of the effects of electric and magnetic fields. The subject of field effects on recombination processes was thus a major focus of the 1984 meeting.

The Conference site on the sunny sands of famed Kaanapali Beach on the Island of Maui, although perhaps not the traditional mountain resort, offered nonetheless an atmosphere most inspiring to creative discussions during the unscheduled afternoons. The Conference was truly international: 223 scientists represented 19 countries, including Australia, Canada, People's Republic of China, Denmark, Finland, France Germany (FRG), Great Britain, Israel, Italy, Japan, South Korea, Netherlands, New Zealand, Poland, Spain, Sweden, Switzerland, and U.S.A. The intense scientific program included 14 topical sessions with 59 invited talks. Approximately 60 additional invited papers and 16 postdeadline papers were presented during three lively evening poster sessions. The present Proceedings contain oral as well as poster and postdeadline papers. We thank all authors for the timely preparation of their manuscripts, now available to a wider audience.
