The slogan helped Quebecers relate to the province’s northern territory and to accept the exploitation of its resources. In Power from the North, Caroline Desbiens explores how this culture of hydroelectricity helped shape the landscape during the first phase of the James Bay hydroelectric project. Policy makers and citizens did not, she argues, view those who built the dams as mere workers – they saw them as pioneers in a previously uninhabited land now inscribed with the codes of culture and spectacle. This insightful work shows that if Quebec hopes to engage in truly sustainable resource development, all actors must bring an awareness of their cultural histories and visions of nature, North, and nation to the negotiating table.

During the 1960s, Quebec became radically secular, directly leading to its evolution as a welfare state with lay social services. What happened to cause this abrupt change? Genevieve Zubrzycki gives us an elegant and penetrating history, showing that a key incident sets up the transformation. Saint John the Baptist is the patron saint of French Canadians, and, until 1969, was subject of annual celebrations with a parade in Montreal. That year, the statue of St. John was toppled by protestors, breaking off the head from the body. Here, then is the proximate cause: the beheading of a saint, a symbolic death to be sure, which caused the parades to disappear and other modes of national celebration to take their place. The beheading of the saint was part and parcel of the so-called Quiet Revolution, a period of far-reaching social, economic, political, and cultural transformations. Quebec society and the identity of its French-speaking members drastically reinvented themselves with the rejection of Catholicism. Future agreements between nations concerning the reduction of their GHG emissions will - pend upon precise estimates of the present level of these emissions in both natural and managed terrestrial and aquatic environments. From this viewpoint, the present volume should prove to a benchmark contribution because it provides very carefully assessed values for GHG emissions or exchanges between critical climatic zones in aquatic en- ronments and the atmosphere. It also provides unique information on the biases of different measurement methods that may account for some of the contradictory results that have been published recently in the literature on this subject. Not only has a large array of current measurement methods been tested concurrently here, but a few new approaches have also been developed, notably laser measurements of atmospheric CO concentration 2 gradients. Another highly useful feature of this book is the addition of - nitoring and process studies as well as modeling.
