Book excerpt: As a result of the worst drought in 60 years, regional conflicts, and conflict within states, a humanitarian emergency of massive proportion is unfolding in the Horn of Africa region with more than 13.3 million people affected, 750,000 of whom need food assistance in the near future to avoid death. Somalia has been hardest hit so far, creating population displacement within its borders and a refugee crisis of nearly 1 million people in the region, primarily in Kenya and Ethiopia. The international community is responding, and the humanitarian needs are expected to rise and will likely demand sustained attention. This book provides an overview of the current status of the crisis, a summary of the background on the region, a framework for the international and humanitarian response, and an analysis of some of the operational challenges.

Book excerpt: More than 13 million people are still affected by the crisis in the Horn of Africa. There were clear early warning signs many months in advance, yet there was insufficient response until it was far too late. This briefing, published jointly by Oxfam and Save the Children, examines the factors that allowed a drought in Ethiopia, Kenya, Somalia and Djibouti to develop into a full-scale crisis of hunger and livelihoods, such that millions of people suffered and thousands died. Its main focus is the response of international aid system, although the ultimate importance of enhanced resilience for the communities themselves is recognised. Recommendations: A change in approach to chronic drought situations is needed: managing the risks, not the crisis. This means that the all actors {u2013} national governments, donors, NGOs, and the UN need to: act decisively on information from early warning systems and not wait for certainty before responding; actively seek to reduce drought risk in all activities, ensuring that long-term development interventions increase resilience and adapt to the changing context; and change organisational structures, invest in people and provide flexible funding in order to break down the divisions between humanitarian and development work.
Book Synopsis Rethinking Humanitarian Assistance by : Anastasia Strouboulis

Book excerpt: The Horn of Africa is in the midst of the longest and most devastating drought it has ever experienced. Within that context, this report provides humanitarian actors—and their counterparts in the development and peacebuilding communities—with a reconceptualization of the intersections between climate change and conflict. Drawing on interdisciplinary research, expert interviews, and contextual analyses, this report elucidates the interactions between climate change and other areas of vulnerability within the region. It starts by outlining the impacts of the climate crisis and comparing how these manifest in Ethiopia, Somalia, and northern Kenya. It then explores ties between climate vulnerability and fragility in these countries. Based on four major regional factors of fragility—(1) exposure to increasingly frequent and severe climate shocks, (2) resource-dependent livelihoods, (3) weak and exclusive governance, and (4) regional instability and conflict—this report then moves to consider major gaps and challenges in providing humanitarian aid. It concludes by outlining new ways forward in the (1) timing, (2) approach, (3) conflict sensitivity, (4) human mobility enhancement, and (5) innovation of humanitarian responses.
Book Synopsis Crisis Response by : John Prendergast
Download or read book Crisis Response written by John Prendergast and published by Pluto Press (UK). This book was released on 1997-01-15 with total page 192 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Horn of Africa has become symbolic of famine and of impotent international crisis response systems. Somalia and Sudan, in particular, represent classic case studies in modern crisis response. John Prendergast makes a detailed analysis of the recent human rights and humanitarian interventions in Sudan and Somalia, examining those that have worked and those that have not. Prendergast demonstrates that military intervention and state building efforts in Somalia provide many lessons for future emergencies, while the long-running negotiated access response to aid the victims of Sudan's war also offer insights for those responding to other catastrophes. The crises in the two countries are viewed within the wider context of cyclical famines in the Horn, and the massive worldwide responses which often come too late and fail to address the causes of the crises. Providing a range of initiatives on how the international community can respond effectively to complex international emergencies, the author highlights how resources can be made better available to aid agencies within the UN and elsewhere.
Book Synopsis A Shift in Focus : Putting the interests of Somali people first by : Ellie Kemp
Download or read book A Shift in Focus : Putting the interests of Somali people first written by Ellie Kemp and published by Oxfam. This book was released on 2012 with total page 20 pages. Available in PDF, EPUB and Kindle. Book excerpt: More than six months after the UN declared a famine, Somalia is still in the throes of its worst humanitarian crisis in decades, with 325,000 children suffering acute malnutrition and 31 per cent of the population estimated to be in crisis. A large scale-up of the international response from July 2011, combined with the efforts of Somali communities and civil society, saved many lives. But access to those in need has deteriorated due to expulsions of aid agencies and also to intensified, internationally backed military operations. Responsibility for this situation lies first and foremost in Somalia, where warring factions are accused of impeding and diverting aid flows, but the international community has also been at fault. Policies focused more on international security concerns than on the needs, interests and wishes of the Somali people have inadvertently fuelled both the conflict and the humanitarian crisis. In February 2012, key governments and institutions from the region and the wider Islamic and Western world will meet in London to chart a way forward. They must seize this opportunity to refocus on the Somali people that past policies have failed, developing more coherent strategies to ensure that aid and protection reach those who need it, addressing the root causes of the protracted conflict and chronic vulnerability in the country, while developing coherent strategies to ensure humanitarian aid reaches those who need it.

Book excerpt: This paper looks at recent developments in the Horn of Africa, where there are a number of protracted and interlocking crises at work, and briefly discusses some of the main factors that have been described as 'root causes' of conflict in the region. The insurgency against the Transitional Federal Government and Ethiopian forces in Somalia is rapidly gathering momentum as efforts continue to form a more inclusive and viable government. There is a humanitarian crisis of massive proportions, with about 40 per cent of the population needing assistance. Almost unnoticed, there are ongoing tensions between neighbouring Somaliland and Puntland over disputed border areas. Meanwhile, the possibility remains of a resumption of hostilities between Ethiopia and Eritrea over their long-running border dispute. In the Ogaden, which is part of Ethiopia's Somali regional state, there has also been a humanitarian crisis as a consequence of ongoing fighting between Ethiopian troops and insurgents. Finally, earlier this year Eritrea launched an incursion into Djibouti and is yet to withdraw its forces. Piracy is not covered in this paper.
