Part three focuses on strategies for predicting the future of international politics and methods to forecast the impacts of new communications technologies, while part four offers a rigorous analysis of domestic and global contact networks and the so-called "small world" phenomenon. Part five is concerned with external challenges to the use of social science to create more humane politics, including the question of value neutrality, ideology, "deconstructive" critical theory, and threats by government to the health of universities. In a concluding essay Lloyd Etheredge draws upon Pool's work to discuss several new ways in which the methods treated in this volume can be applied to contemporary social change.

During the Cold War, the West fought off similar Soviet propaganda assaults with shortwave radio broadcasts. Founded in 1949, the US-funded Radio Free Europe/Radio Liberty broadcast uncensored information to the Soviet republics in their own languages. About one-third of Soviet urban adults listened to Western radio. The broadcasts played a key role in ending the Cold War and eroding the communist empire. R. Eugene Parta was for many years the director of Soviet Area Audience Research at RFE/RL, charged among others with gathering listener feedback. In this book he relates a remarkable Cold War operation to assess the impact of Western radio broadcasts on Soviet listeners by using a novel survey research approach. Given the impossibility of interviewing Soviet citizens in their own country, it pioneered audacious interview methods in order to fly under the radar and talk to Soviets traveling abroad, ultimately creating a database of 51,000 interviews which offered unparalleled insights into the media habits and mindset of the Soviet public. By recounting how the “impossible” mission was carried out, Under the Radar also shows how the lessons of the past can help counter the threat from a once and current adversary.

It suggests that such a vision of political theory is intimately linked to methodological questions about what is commonly called comparative political theory--namely, the turn beyond ideas and modes of inquiry determined by traditional Western scholarship. It is therefore an argument for applying the idea of cosmopolitanism--understood in a particular way--to the discipline of political theory itself. As Farah Godrej argues, there are four crucial components of this cosmopolitan intervention: the texts under analysis, the methods for interpreting non-Western texts and ideas, the application of these ideas across geographical and cultural boundaries, and the deconstruction of Eurocentrism. In order to be genuinely cosmopolitan, Godrej states, political theorists must reflect on their perspectives inside and outside various traditions and immerse themselves in foreign ideas, languages, histories, and cultures--ultimately relocating themselves within their disciplinary homes. The result will be a serious challenge to accepted solutions to political life.
