Book excerpt: Resisting Indonesia’s Culture of Impunity examines the role of Indonesia’s first truth and reconciliation commission—the Aceh Truth and Reconciliation Commission, or KKR Aceh—in investigating and redressing the extensive human rights violations committed during three decades of brutal separatist conflict (1976–2005) in the province of Aceh. The KKR Aceh was founded in late 2016, as a product of the 2005 peace deal between the Indonesian government and the Free Aceh Movement (GAM). It has since faced many challenges—not least from Indonesia’s security forces and former GAM leaders, who have joined together in their determination to maintain impunity for their respective roles in the conflict. Indeed, the commission would not have been established without the tireless work of civil society actors, including non-government organisations and other humanitarian groups. In Resisting Indonesia’s Culture of Impunity, the editors set out to amplify the role of these civil society actors in the KKR Aceh and in transitional justice in Indonesia. Each chapter has been written by a team of authors, composed predominantly of commissioners and staff from the KKR Aceh itself, members of key civil society organisations, and academics. Further, the editors aim to scrutinise the KKR Aceh from the inside and analyse the establishment and operation of what is perhaps the only genuine state-sponsored attempt to implement transitional justice in Indonesia today.

These evictions are carried out with little notice, due process, or compensation. Far too often, the process involves excessive use of force against those facing eviction. Many thousands more of Jakarta's poor live in fear that one day the bulldozers will arrive at their community. Forced evictions--the removal of people against their will from the homes and land they occupy, without access to legal and other protections--deprive individuals of some of their most fundamental human rights and needs: adequate housing and protection of their homes. Based on more than one hundred interviews, Condemned Communities documents the human rights consequences of evictions being carried out by the Jakarta regional government. In some cases the land is being claimed for infrastructure projects, while in other instances the government attempts to justify the forced evictions in the name of public order and removing trespassers. Yet many of the condemned communities have lived on the land for years or even generations. Many evictions can be seen as part of a wider government pattern to intimidate the urban poor and deter urban migration. This report illustrates that, far from improving the quality of life in Jakarta, the forced eviction of communities succeeds only in moving the problem to other parts of the city at great human cost.

It reveals the pervasiveness of violence as well as its gendered and gendering dynamics within the social and cultural everyday of life in occupied East Timor. The violence experienced by East Timorese women ranged from torture, rape, and interrogation, to various forms of surveillance and social control, and the structural imposition of particular feminine ideals upon their lives and bodies. Through women, East Timorese familial culture was also targeted via programmes to develop and modernise the territory by transforming the feminine and the domestic sphere. Women experienced the occupation differently to men, not just because they were vulnerable to sexual violence, but also because they endured proxy violence as the militarys means of targeting male relatives and the resistance at large. In Womens Words tells a story of survival and perseverance by highlighting the strength, initiative, and negotiating skills of East Timorese women. Many women lived in circumstances of constant negotiation and attempts to maintain order and normality, as well as to provide for themselves and their families, in a society where everyday life was characterised by violence and uncertainty. This study demonstrates the capacity of people to survive, to endure, and to resist, even amid the most difficult of circumstances. It provides insights into the social and cultural elements of territorial control, as well as the locally-grounded strategies that are often used for negotiating and resisting an occupying power.
