Book excerpt: The International Community should be advised that the government of the Republic of Belarus is currently in dispute. Police violence, erosion of democracy and rule of law violations are increasing dramatically in Belarus; Alexander Lukashenko being responsible of committing electoral fraud and perpetrating human rights violations after the sham election in Belarus on 9 August 2020. More than 6,000 people were arrested over four nights of largely peaceful protest that followed Lukashenko's fraudulent elections; countless protestors having been beaten and abused in prison. And as more prisoners are released, it has become clear that appalling conditions, abuse and torture have been widespread. Also Belarusian authorities - including the KGB security police - have been accused of kidnapping and threatening to kill the Belarusian opposition politician Maria Kolesnikova. She was one of seven people on the board of a coordination council set up to transfer power away from Lukashenko. All except the Nobel laureate Svetlana Alexievich have either been imprisoned or deported. Maria Kolesnikova's complaint included the names and ranks of individual officers of the KGB and the organised crime agency whom she accuses of kidnapping and threatening to kill her. So those individuals and organisations responsible of committing blatant human rights violations in Belarus need to be charged, convicted and punished - so that rule of law and democracy can finally be manifested in the Republic of Belarus. Also, EU foreign ministers have taken the first steps toward imposing sanctions on top officials in Belarus as protests continue to sweep the country; the EU's 27 leaders stating that the bloc did not recognise the results of the fraudulent elections. It should also be noted, that foreign observers have not declared a Belarusian election free and fair since 1995; Mr. Lukashenko having established an effective dictatorship since 1994, sustaining his tyrannical grip on Belarus by shamelessly rigging elections. Hence the International Community is advised to keep a safe distance from the Lukashenko Government, until it has agreed to evolve and improve itself - by implementing a peaceful and democratic transition in Belarus; so that rule of law, democracy and fundamental human rights can be restored in the country. In the meantime, domestic policy, foreign policy and human rights issues concerning the Republic of Belarus will be handled by the NGO BTB-Global Peacebuilding.

The country's constitution provides for a directly elected president, who is chief of state, and a bicameral parliament, the national assembly. A prime minister appointed by the president is the nominal head of government. In practice, however, power is concentrated in the presidency. Since his election as president in 1994, Alyaksandr Lukashenka has consolidated his power over all institutions and undermined the rule of law through authoritarian means, including manipulated elections and arbitrary decrees. Subsequent presidential elections, including the one held in December 2010, were neither free nor fair and fell well short of meeting international standards. The 2008 parliamentary elections also failed to meet international standards. Security forces reported to civilian authorities and to Lukashenka in particular. The most significant human rights problems continued to be the inability of citizens to change their government; a system bereft of checks and balances in which authorities committed frequent, serious abuses; and the government's politically motivated imprisonments of hundreds of people during the year. Additionally, the government failed to account for past politically motivated disappearances. Other human rights problems included abuses by security forces, which beat detainees and protesters, used excessive force to disperse peaceful demonstrators, and reportedly used torture and/or maltreatment during investigations and in prisons. Prison conditions remained extremely poor. Authorities arbitrarily arrested, detained, and imprisoned citizens for criticizing officials, for participating in demonstrations, and for other political reasons. The judiciary lacked independence, and suffered from inefficiency and political interference; trial outcomes often were predetermined, and many trials were conducted behind closed doors or in absentia. Authorities continued to infringe on citizens' privacy rights. The government further restricted civil liberties, including freedom of speech, press, assembly, association, religion, and movement. The government seized printed materials from civil society activists and prevented independent media from disseminating information and materials. The government continued to hinder or prevent the activities of some religious groups, at times fining them or restricting their services.

Belarus is arguably the least democratic country in Europe. As such it has posed problems for the EU and other European and Western institutions, especially on the field of minority protection. Minorities are among the most contested issues in political life because they speak to an inherent tension in human affairs between competing desires for freedom and belonging. The diversity, aimed by the Western political actors, simply contradicts the principle that legitimates a political community in an authoritarian state. In the case of the Belarusian dictatorship it leads to enhanced conformity resulting in minority discrimination. The paper presents different kinds of the external influence in order to assess the most effective one(s) when defending minority rights in a dictatorship. The 1st chapter the Author presents the ways of understanding and considering the problems of minorities, minority rights, their protection as well as the relationship between minorities and dictatorship. The Author is highlighting research methods too. In the 2nd chapter Ms. Szumanska concentrates on presenting the origins of dictatorship in Belarus and on how Polish minority functions there. The Author tries to examine the situation of Poles in the contemporary Belarus. The 3rd chapter gives a good overview of regulations (internal, bilateral and international standards) related to the treatment of minorities in Belarus.
