Between 1981 and 2010, human capital contributed about 22% of annual gross domestic product per worker growth in India. During the same period, it contributed around 21% in Bangladesh, and 16% in Sri Lanka. However, education and skills remain the binding constraint. Raising the quality of education and skills in South Asia's workforce can play a critical role in catching up to the level of development of the People's Republic of China, the Republic of Korea, and other successful Southeast Asian economies. This study reviews the development of human capital in South Asia and analyzes contributing factors to human development including policies and strategies that countries in South Asia follow.

Available in PDF, EPUB and Kindle. Book excerpt: This text discusses the principal political and constitutional questions that have arisen in the states of Bangladesh, India, Pakistan and Sri Lanka following fifty years of independence. In Sri Lanka the pressing problems have been around the inter-ethnic civil war, experiments with constitutional designs, widespread prevalence of corruption and the recrudescence of Buddhist militancy. In India it has been corruption, Hindu nationalism and general political instability. In Bangladesh and Pakistan it has been the role of the military, the state and religion. A general theme is an analysis of the malaise that is prevalent and how and why this was inherited, despite the colonial legacy of parliamentary democracy, the steel framework of a trained bureaucracy, the independence of the judiciary and the rule of law.

Book excerpt: The chapters in this volume analyse issues relating to political governance, national identity, economic development and regional security that have preoccupied the states of South Asia in the fifty years following independence. India has been faced with the challenge of developing effective democratic structures in the world's most diverse and populous society. It confronts tensions in its efforts to carry out economic reforms in a competitive resource-scarce context, and to maintain its commitment to secularism in the face of the growing influence of Hindu nationalism. The role of the military and of religion have complicated the task of stabilising democratic structures and socio-economic development in Pakistan and Bangladesh. Sri Lanka's political problems have escalated due to the failures of its leadership, unsuccessful constitutional experiments, and unresolved ethnic differences. The transition of Nepal from a centralised monarchy to a participatory political system has generated stresses in its traditional social relations and group rankings. The essays by an international groups of scholars explore these themes with a view to highlighting the complex processes of political change and development that are underway in the South Asian states.

Book excerpt: The word security has a military connotation and refers to the activities involved in protecting or defending a country, in which the State has a central role. This book argues that the State provides as well as threatens security, and that by broadening the concept of security to include both military and non-military threats such as those related to ecological, social, economic and political causes, a system of checks and balances can be introduced to regulate the State.

Available in PDF, EPUB and Kindle. Book excerpt: It is well known that Taiwan and South Korea, both former Japanese colonies, achieved rapid growth and industrialization after 1960. The performance of former European and American colonies (Malaysia, Singapore, Burma, Vietnam, Laos, Cambodia, Indonesia, and the Philippines) has been less impressive. Some scholars have attributed the difference to better infrastructure and greater access to education in Japan’s colonies. Anne Booth examines and critiques such arguments in this ambitious comparative study of economic development in East and Southeast Asia from the beginning of the twentieth century until the 1960s. Booth takes an in-depth look at the nature and consequences of colonial policies for a wide range of factors, including the growth of export-oriented agriculture and the development of manufacturing industry. She evaluates the impact of colonial policies on the growth and diversification of the market economy and on the welfare of indigenous populations. Indicators such as educational enrollments, infant mortality rates, and crude death rates are used to compare living standards across East and Southeast Asia in the 1930s. Her analysis of the impact that Japan’s Greater Asian Co-Prosperity Sphere and later invasion and conquest had on the region and the living standards of its people leads to a discussion of the painful and protracted transition to independence following Japan’s defeat. Throughout Booth emphasizes the great variety of economic and social policies pursued by the various colonial governments and the diversity of outcomes. Lucidly and accessibly written, Colonial Legacies offers a balanced and elegantly nuanced exploration of a complex historical reality. It will be a lasting contribution to scholarship on the modern economic history of East and Southeast Asia and of special interest to those concerned with the dynamics of development and the history of colonial regimes.

Available in PDF, EPUB and Kindle. Book excerpt: This volume provides a very high quality set of papers on the relationship between globalization and human development. . . any one with interest in this wide ranging subject matter would find the volume an interesting and engaging read. Global Business Review Honoring Keith Griffin s more than 40 years of fundamental contributions to the discipline of economics, the papers in this volume reflect his deep commitment to advancing the well-being of the world s poor majority and his unflinching willingness to question conventional wisdom as to how this should be done. Four overarching themes recur in Keith Griffin s work and this book: the need to both eradicate poverty and redress inequalities in the distribution of wealth within and among nations; the impact of growth on inequality, and conversely inequality s impact on growth; the political economy of policy-making; and the need for openness to heterogeneity in both analytic tools and in policy recommendations. The volume begins with an introduction by the editors followed by a paper by Keith Griffin. In succeeding chapters the contributors explore strategies for reducing poverty and inequality, and provide perspectives on issues such as human development, the rural/urban divide in China, and biodiversity and sustainability. Students, researchers, policymakers and NGO analysts exploring issues in development economics, development studies, alternative economic systems, globalization, environmental sustainability, inequality and well-being will find this book of great interest.

Book excerpt: This book explores the historical roots of rapid economic growth in South Asia, with reference to politics, markets, resources, and the world economy. Roy posits that, after an initial slow period of growth between 1950 and the 1980s, the region has been growing rapidly and fast catching up with the world on average levels of living. Why did this turnaround happen? Does it matter? Is it sustainable? The author answers these questions by drawing connections, comparisons, and parallels between the five large countries in the region: India, Pakistan, Bangladesh, Sri Lanka and Nepal. It shows why, despite differences in political experience between these countries, similarities in resources and markets could produce similar trajectories. Home to a fifth of the world’s population, South Asia’s transformation has the power to change the world. Most accounts of the process focus on individual nations, but by breaking out of that mould, Roy takes on the region as a whole, and delivers a radical new interpretation of why the economy of South Asia is changing so fast.
