Book excerpt: Over the past three decades, decentralization has been seen as the means for allowing local governments to become more accountable, and for encouraging the deepening of democracy and the building of village communities. By drawing on original village-level case studies of six villages in three different Indian states, this book presents a systematic analysis of the impact of decentralization on the delivery of social services at the local level within India. Supplementing national and state-level data and analyzing the different historical legacies in each state, the book argues that decentralization is not simply a function of the structure of the decentralization program or of the relationship between higher-tiered and local government. Rather, the possibility of decentralization affecting social outcomes depends on several interacting factors, including the distribution of power among local elites, the dynamics of political competition, and the level of civil society mobilization. By examining constitutionally-mandated political decentralization across India, this book identifies the circumstances under which local government structures can lead to improved social services and societal wellbeing, as well as presenting a substantial contribution to studies on South Asian Politics and Local Government.

Available in PDF, EPUB and Kindle. Book excerpt: This volume brings together 13 well-researched and original essays which describe and analyse the trajectory of fertility decline in the south Indian states of Tamil Nadu, Karnataka, Andhra Pradesh and Kerala. Documenting the fact that the fertility decline occurred in regions with vast differences in development indicators, the contributors argue that this transition must be understood as a cumulative result of several factors including family planning policies, socio-economic transformation, and changes in social perceptions towards fertility, contraception, marriage, family and child rearing. Combining various qualitative and quantitative techniques with field studies and historical analysis, the contributors go beyond the formal tools of demography and develop an original Geographical Information System (GIS), a spatialized database encompassing south Indian districts.

Book excerpt: One of the most important ingredients of socio-economic development that has attracted the attention of the planners, policy makers and leaders in the recent past is education. It is an established fact that education is an important catalyst of socio-economic transformation. In the advanced industrial societies of the world, education is provided by the states as a matter of right to all citizens. 1 The role of education was recognised as vital in arousing an awakening among the Indian masses even in the pre-independence era. Its contribution in breaking the shackles of slavery cannot be undermined as far as it helped in the growth of an enlightened intelligentsia, which carried forward not only the movement for independence but also a relentless struggle for socio economic reforms. After independence our planners, policy makers, and leaders placed immense faith in education as an important means of socio-economic transformation and modernization. Since the attainment of independence in 1947 Central and State governments of India very rightly embarked on a crusade against ignorance by expanding the facilities for education at all levels.2 The number of schools and of students attending them began to increase by leaps and bounds all over the country. There is no denying the fact that India has made tremendous progress in the field of education especially after independence. But it may be mentioned here that our present education system is not without maladies and inadequacies.

Available in PDF, EPUB and Kindle. Book excerpt: In recent years, India has made impressive strides in increasing literacy rates and in enabling access to education. The country now seems well set to provide universal and good quality basic education. Yet, behind this otherwise rosy picture lie serious concerns relating primarily to gender and equity. /-//-/This volume provides an insightful understanding of the ground realities of primary education programmes, particularly those run by the District Primary Education Programme (DPEP). Combining secondary research with field studies conducted in six states, the contributors explore gender and social equity issues in primary education. They conclude that there is a subtle but nevertheless discernible ‘hierarchy of access’ to education, which has resulted in new forms of segregation in primary schools.
