Book excerpt: Iraq, at present, is facing a human capital crisis, despite having been one of the early investors in health and education, in the MENA region, in the 70s and 80s. The World Bank's Human Capital Index (HCI), shows that a child born in Iraq, today, will reach, on average, only 41 percent of her potential productivity when she grows up, compared to the 57- percent average of the MENA region. The HCI measures the amount of human capital that a child, born today, can expect to attain at the age of 18, thereby conveying the productivity of the next generation of a country's workforce--a key contributor to economic growth. Iraq's HCI is among the lowest in the world, and is lower than that of any country in the MENA region, with the exception of Yemen. In addition, large disparities in human capital outcomes persist between regions, and between urban and rural areas, to the disadvantage of northern governorates most affected by the conflicts. Women, Internally Displaced People (IDP), and families with very low incomes, are further disadvantaged.

Almost two decades after the 2003 war, the country remains caught in a fragility trap, facing increasing political instability, growing social unrest, and a deepening state-citizen divide. Amid a multitude of crises—including an oil price shock, the COVID-19 pandemic, and recent instability and protests—coupled with poor economic policies, a lack of reforms, and an inability to tackle corruption, Iraq is having its worst annual economic growth performance in 2020 since the fall of the Saddam regime. But with every crisis comes an opportunity to reform. Iraq can embark on a long but much-needed path toward structural transformation, one that could leave its economy less dependent on oil and more driven by private sector activity. Such a path can no longer be avoided, as has been illustrated by the widespread protests since October 2019. This report highlights what Iraq can do to sustain future growth; it also shows why Iraq has not yet managed to achieve high levels of diversified growth alongside peace, stability, and a better standard of living for its people. Iraq’s high levels of fragility and conflict--reinforced by high oil dependency--hinder the country’s prospects for economic reform and growth. Despite Iraq’s existing sociopolitical and economic environment, three encouraging messages emerge from this report. First, there is a peace dividend in Iraq. Iraq’s per capita GDP was about one-fifth lower in 2018 than it would have been if not for the conflict beginning in 2014. Thus, maintaining peace can by itself be a strong driver of growth. Second, Iraq has latent export potential for a variety of goods that, if tapped, could diversify the country’s economy, raise living standards, and boost economic resilience. Third, Iraqi agriculture could be revived to serve as a pillar of a more diversified and private sector†“led economy.

Book excerpt: On February 15, 2003, millions of people around the world demonstrated against the war that the United States, the United Kingdom, and their allies were planning to wage in Iraq. Despite this being the largest protest in the history of humankind, the war on Iraq began the next month. That year, the World Tribunal on Iraq (WTI) emerged from the global antiwar movement that had mobilized against the invasion and subsequent occupation. Like the earlier tribunal on Vietnam convened by Bertrand Russell and Jean-Paul Sartre, the WTI sought to document—and provide grounds for adjudicating—war crimes committed by the United States, the United Kingdom, and their allied forces during the Iraq war. For the Love of Humanity builds on two years of transnational fieldwork within the decentralized network of antiwar activists who constituted the WTI in some twenty cities around the world. Ayça Çubukçu illuminates the tribunal up close, both as an ethnographer and a sympathetic participant. In the process, she situates debates among WTI activists—a group encompassing scholars, lawyers, students, translators, writers, teachers, and more—alongside key jurists, theorists, and critics of global democracy. WTI activists confronted many dilemmas as they conducted their political arguments and actions, often facing interpretations of human rights and international law that, unlike their own, were not grounded in anti-imperialism. Çubukçu approaches this conflict by broadening her lens, incorporating insights into how Amnesty International, Human Rights Watch, and the Iraqi High Tribunal grappled with the realities of Iraq's occupation. Developing countries advanced faster than developed countries in reducing mortality, increasing life expectancy, and increasing education and nutrition. Fairly satisfactory human development levels have been reached in 60% of countries. The proportion of people living in very poor human conditions has declined from 70% of world population to 32%. Nations have increased their wealth, and military spending has declined.

Book excerpt: It is indisputable that housing is an important basic human need. Without adequate housing, it would be difficult for the individual to develop or progress; and for society as a whole it would be difficult to reach standards of development comparable to those of more prosperous nations. The need for more housing in Iraq reached a critical stage after the 1973-74 quadrupling of oil prices; which extended it to wider social groups. This crisis has been reflected not only in present urban conditions, but also in some of the more desperate measures the government is currently undertaking.Yet, while government policies are focussed on producing more housing units, the process of housing itself, and the misdistribution of housing resources, which is the root cause of the current crisis, has been largely ignored. In Iraq, there are large areas in the cities characterised by luxurious villas with large gardens, overlooking wide avenues, resembling similar areas in the wealthiest parts of the most economically advanced nations. This overconsumption of housing exists alongside even larger poor areas of over-congested, dilapidated and generally inadequate housing. These two aspects of wealth and poverty in housing have been the result of historical social evolution, and specific policies, which, in themselves, form part of the total social milieu.In a third world country such as Iraq, the process of housing is closely related to the process of development, in its broader sense, and not just in the economic sense. Development in these countries is the result of concentrated effort to reach living standards, and political and economic self-reliance commensurate with those in the more economically advanced countries. This effort extends to most human activity, and not merely to government actions. However, along with this effort, the housing process has taken a special course of evolution influenced by the changes in political, ideological, and socio-economic fields, as well as development in agricultural, industrial, organizational, and welfare policies. Thus, in order to analyse and understand it. These aspects of development must also be analysed and assessed, especially in their relevance and influence on the housing sector. The linkage between these development aspects, misdistribution, and inequitable access in the housing process, is therefore the focus of this study. This focus is not concerned with distribution par se: if it were not for the fact that it is possible through the study of social theories of developments and modes of resource allocation to understand the architectural built form of housing and cities. This study is therefore an attempt to bring together the various social themes of housing allocation methods and the architecture that emanates from them.Concern with the inequities in housing in Iraq and its relationship to the architectural form stems from my Diploma thesis, Low Cost, Low Rise Housing in Baghdad, presented to the Architectural Association School of Architecture, in 3une 1969. In that thesis, the ideas of compact, low cost, traditionally built one to three storey courtyard houses, using self-help methods in their construction, were presented in the form of a project designed for low income migrants on a central site in Baghdad,However, after returning to Iraq in June 1970, and practising and teaching architecture for five years, it became clear to me that the implementation of such projects would be almost impossible in the face of more powerful social and economic forces. Architects and planners, contrary to current popular belief in Iraq, have little influence on changing the pattern of social evolution through the practice of their professions. Urban and housing conflicts could not be reduced effectively by planning or architectural designs, without first tackling the forces contributing to these conflicts.Thus, this investigation is in direct response to that experience. It is a study involving the totality of the housing process. It is not about any specific housing sector, or certain government policies. It is an analytical study; and it does not attempt to forecast programmed future housing needs. The concern with development is not viewed from any specific theory of development amongst those discussed, but views the relationship between the development process in general, and the housing process in particular. Thus, it is not a study of housing alone, but of development and housing in Iraq.

According to Urie Bronfenbrenner, one of the world's foremost developmental psychologists, laboratory studies of the child's behavior sacrifice too much in order to gain experimental control and analytic rigor. Laboratory observations, he argues, too often lead to "the science of the strange behavior of children in strange situations with strange adults for the briefest possible periods of time." To understand the way children actually develop, Bronfenbrenner believes that it will be necessary to observe their behavior in natural settings, while they are interacting with familiar adults over prolonged periods of time. This book offers an important blueprint for constructing such a new and ecologically valid psychology of development. The blueprint includes a complete conceptual framework for analysing the layers of the environment that have a formative influence on the child. This framework is applied to a variety of settings in which children commonly develop, ranging from the pediatric ward to daycare, school, and various family configurations. The result is a rich set of hypotheses about the developmental consequences of various types of environments. Where current research bears on these hypotheses, Bronfenbrenner marshals the data to show how an ecological theory can be tested. Where no relevant data exist, he suggests new and interesting ecological experiments that might be undertaken to resolve current unknowns. Bronfenbrenner's groundbreaking program for reform in developmental psychology is certain to be controversial. His argument flies in the face of standard psychological procedures and challenges psychology to become more relevant to the ways in which children actually develop. It is a challenge psychology can ill-afford to ignore.
