Book excerpt: Human factors measurement has characteristics that set it apart from psychological or engineering measurement and for that reason, human factors testing and evaluation deserves special treatment. The many excellent texts available in the behavioral area do not give an adequate picture of this topic, and this is particularly unfortunate because testing and evaluation (T&E) is an integral part of human-machine system design and operation. The emphasis in this book is on why and how to conduct such testing. One of its outstanding features is its pragmatism; based on his past experience in system testing, the author recognizes the difficulties that occur in testing and indicates how these may be overcome or minimized. Special attention has been paid to the context in which T&E is conducted. Although the book contains detailed procedures for performing T&E, the logic and the conceptual foundation of testing have not been overlooked. Comparisons are made with laboratory-centered experimentation. For those with research interests, the author points out the many research questions that can be answered by system testing. An illustrative case history of a T&E program for a fictional system has been included to provide ``real life'' context. Special problem areas in T&E are emphasized, in particular human error data collection, the evaluation of computerized systems and software, the measurement of maintenance technician and team performance; workload and training effectiveness testing. Special attention is also paid to environmental testing (e.g. temperature, lighting, noise, vibration, etc.). One chapter reviews all the relevant T&E literature including government documents that may not be readily available to the general reader. As part of the preparation for writing this text a survey was made of 45 distinguished T&E specialists in order to determine their characteristic T&E practices.The book will be useful not only to the human factors professional who specializes in T&E, but to all students and practitioners interested in human factors and work measurement.

Book excerpt: The impetus for this volume came from the editors' belief that most current research and thinking about personnel selection and assessment in organizations considered only the perspective of the employer. The job applicant seeking to join the organization or the employee being considered for promotion or reassignment was typically given little attention from the designers of employment or assessment systems. They believed that this imbalance had several negative implications: 1. Organizational selection and assessment appeared to be the principal area within work and organizational psychology that had forgotten a basic tenet of the profession of psychology, namely, that the welfare of the individual is paramount. 2. A lack of concern for the individuals who were being assessed could result in additional criticisms of psychological assessment in employment settings. 3. The acceptability of selection and assessment devices and systems may impact in (largely) unknown ways on the decisions of individuals to apply for jobs or transfers, thus affecting the selection ratio and potential utility of such systems. 4. Individual reactions to the characteristics of assessment and selection devices could affect the accuracy of the information obtained about those individuals, adversely affecting the reliability and validity of resulting personnel decisions. Informally discussing these concerns with their professional colleagues, the editors found that others were similarly troubled. Their next response was to organize a three day conference bringing together a number of researchers in applied psychology to present papers and participate in discussions related to balancing individual and organizational needs in selection and assessment. Revisions of the papers presented at this conference form the core of this volume.

SSA uses a five-step sequential process to determine whether an adult applicant meets this definition. Functional Assessment for Adults with Disabilities examines ways to collect information about an individual's physical and mental (cognitive and noncognitive) functional abilities relevant to work requirements. These theories have reached sufficient maturity, making it reasonable to look upon them to provide a sound theoretical foundation for assessment, particulary for the content of assessments. This fact, combined with much discontentedness over current testing practices, has inspired efforts to bring testing and cognitive theory together to create a new theoretical framework for psychological testing -- a framework developed for diagnosing learners' differences rather than for ranking learners based on their differences. This volume presents some initial accomplishments in the effort to bring testing and cognitive theory together. Contributors originate from both of the relevant research communities -- cognitive research and psychometric theory. Some represent collaborations between representatives of the two communities; others are efforts to reach out in the direction of the other community. Taking fundamentally different forms, psychometric test theory assumes that knowledge can be represented in terms of one or at most a few dimensions, whereas modern cognitive theory typically represents knowledge in networks -- either networks of conceptual relationships or the transition networks of production systems. Cognitively diagnostic assessment is a new enterprise and it is evident that many challenging problems remain to be addressed. Still, it is already possible to develop highly productive interactions between assessment and instruction in both automated tutoring systems and more conventional classrooms. The editors hope that the chapters presented here show how the reform of assessment can take a rigorous path.
