The distribution of the work among the several teachers is a vital problem. This is properly the function of the superintendent working through the principal. It is important that teachers know at the time of election that grade placement is in the hands Of the principal. It is desirable that the pupil-load be distributed as equitably as possi ble. It is undesirable organization for some teachers to be overloaded while others have comparatively few pupils. It is Often necessary for teachers to have pupils from two different grades in order to equalize the pupil-load. The practice of teaching high school pupils in an elementary school usually results in poor high school work and deprives elementary children of services rightly belonging to them. It makes proper elementary in struction almost impossible, since it usually means that the time Of one teacher is taken up with high school work and the pupil-load in the elementary school is increased for the other teachers. Certification. Each type of certificate requires a minimum training peculiar to the certificate. To change a certificate from one field to another it is necessary to have credit for all of the work prescribed for the certificate to which one wishes to change. High School Teachers' Certificates are now issued in subjects. One is restricted to teaching in the high school the subject or subjects which appear on the certificate. These subject High School Certificates are not valid for teaching in the elementary grades. The blanket or general High School Teacher's Certificate issued prior to July 1, 1931, is valid for teaching any subject in the high school, except Vocational Home Economics and Agriculture. The certificate, also, per mits one to teach as low as the fourth grade in a standard elementary school, or in any grade of the elementary school if it is not standard. However, such practice is highly undesirable. To be issued a grade certificate, it would be necessary to meet the present requirements for the certificate desired. Forced by recent events to compare our education with that of other nations, we have suddenly become aware of our negligence in this matter. Now industrial and educational experts and commissions are united in demanding a change. While on the whole there has been a steady increase in the amount of time given to science work in the secondary and elementary schools, the attention paid to it, especially in the elementary schools, has been some what spasmodic, and its administration has been more or less chaotic. This is not due to lack of interest on the part of school officials but to their dissatisfaction with the methods of instruction employed. There is no doubt that superintendents would gladly introduce more science if they felt sure that the educational results would be commensurate with the time expended. This is indicated by a recent survey of about one hundred and fifty cities in seven states of the Central West. The survey shows that two-thirds of them have nature study in the elementary schools and that all are re quiring some science for graduation from the high school. The average high school is offering three years of science. Since 1900 there has been a greater increase in the percentage of students enrolled in science in the high schools than in any other subject with the one exception of English. Moreover, greater attention is now being paid to the training of teachers in methods of presentation of science. X The chief needs in science instruction today are a more efficient organization of the course of study with a View to its socialization and practical application, and a clear-cut realization on the part of the teacher of the aims, the principles of organization, and the methods of instruction; it is to meet these needs that this series is being issued. The books attempt to present such generalizations of science as the average pupil should carry away from his school experience and to organize them for the preparation of the teacher and for presenta tion to the class. The volumes will therefore be of three kinds: (1) source books with accompanying field and laboratory guides for the use of students in normal schools and schools of education, and of teachers, (2) pupils' texts and notebooks, and (3) books on the teaching of the various science subjects. In the first the material will be organized with special reference to the training of the teacher and the most effective methods of presenting the subject to students. In the second the matter will be simplified, graded, and arranged in such a way that the books will serve as guides in science work for the pupils themselves. Moreover, they will furnish texts for the grades and high school that will simplify the teacher's task of presentation and will assure well-tried and well-organized experiences, on the part of the pupil, with natural objects. This series of texts for elementary and secondary schools will have dependent continuity and the subject-matter will gradually increase in difficulty to accord with the increasing capacity of the pupils. It will furnish a unified course in science. The third type of book is for the teacher and deals with the history, aims, principles of organization, and methods of instruction in the several sciences. It in no way aims at being original in its treatment of the subject itself: for these we are indebted to the body of geographers who have during the last few years revolutionized the con ception of the subject, in particular to Mr. H. J. Mackinder and Dr. A. J. Herbertson, to Whose works frequent reference is made in the following pages. We felt, however, that in regard to the teaching of Geography in elementary schools, the central idea for which they are struggling - that Geography is, above all things, the examination of the effect of natural agencies on human affairs - is not yet sufficiently recognized and acted upon, and our alm IS to throw out some suggestions as to changes in the teaching which we believe would help the better realization of this idea.
