The authors argue that communication needs to take place throughout the evaluation process. The importance of maintaining a variety of channels of formal and informal reporting mechanisms is shown. The need to tailor the medium and the message for intended audiences and uses is also stressed. How to Communicate Evaluation Findings is a substantially revised version of How to Present an Evaluation Report in the original Kit. The book offers practical tips on how to communicate effectively, on using graphs and tables, and on presenting evaluation reports. Appropriate worksheets are provided.

Book excerpt: This much-needed book offers trainers, consultants, evaluation professionals, and human resource executives and practitioners a hands-on resource for understanding and applying the proven principles of confirmative evaluation. Confirmative evaluation is a marriage of evaluation and continuous improvement. Unlike other types of evaluation—which are used during the design of a learning program or applied immediately after conducting a program—confirmative evaluation follows several months after the program is implemented. It tests the endurance of outcomes, the return on investment, and establishes the effectivenss, efficiency, impact, and value of the training over time.

Book excerpt: This paper analyzes that the IMF has moved beyond its traditional fiscal-centric approach to recognize that social protection can also be macro-critical for broader reasons including social and political stability concerns. Evaluating the IMF’s involvement in social protection is complicated by the fact that there is no standard definition of social protection or of broader/overlapping terms such as social spending and social safeguards in (or outside) the IMF. In this evaluation, social protection is understood to include policies that provide benefits to vulnerable individuals or households. This evaluation found widespread IMF involvement in social protection across countries although the extent of engagement varied. In some cases, engagement was relatively deep, spanning different activities (bilateral surveillance, technical assistance, and/or programs) and involving detailed analysis of distributional impacts, discussion of policy options, active advocacy of social protection, and integration of social protection measures in program design and/or conditionality. This cross-country variation to some degree reflected an appropriate response to country-specific factors, in particular an assessment of whether social protection policy was macrocritical, and the availability of expertise from development partners or in the country itself.

Available in PDF, EPUB and Kindle. Book excerpt: The second edition of Patton's classic text retains the practical advice, based on empirical observation and evaluation theory, of the original. It shows how to conduct an evaluation, from beginning to end, in a way that will be useful -- and actually used. Patton believes that evaluation epitomizes the challenges of producing and using information in the information age. His latest book includes new stories, new examples, new research findings, and more of Patton's evaluation humour. He adds to the original book's insights and analyses of the changes in evaluation during the past decade, including: the emergence of evaluation as a field of professional practice; articulation of standards for evaluation; a methodological synthesis of the qualitative versus quantitative debate; the tremendous growth of 'in-house' evaluations; and the cross-cultural development of evaluation as a profession. This edition also incorporates the considerable research done on utilization during the last ten years. Patton integrates diverse findings into a coherent framework which includes: articulation of utilization-focused evaluation premises; examination of the stakeholder assumption; and clarification of the meaning of utilization. --Publisher description.
