This has not, however, halted resurgent Russian revanchism in the region; given Russia's aggressive actions starting in Ukraine in 2014, defense of the Baltic has gained a new urgency and prominence. In The West's East, Lukas Milevski places the Baltic states in strategic and historical perspective. Through these nations' experiences, he sheds light on how independent states have been able to persist, despite being surrounded by predatory great powers. The work offers a deep overview of the region's history, from the indigenous Baltic tribes which populated it to the post-Cold War era, followed by recent political analogies of West-Russia relations. Analyses of today's strategic balance in the region indicate the various actors' geopolitical outlooks, strategic cultures, military capabilities, and non-military security vulnerabilities. As Milevski argues, the NATO-Russia relationship will play the major role in any potential conflict in the Baltic, but neutrals Finland and Sweden must also be factored into the strategic analysis. In a series of war games conducted between summer 2014 and spring 2015, RAND Arroyo Center examined the shape and probable outcome of a near-term Russian invasion of the Baltic states. The games' findings are unambiguous: As presently postured, NATO cannot successfully defend the territory of its most exposed members. Fortunately, it will not require Herculean effort to avoid such a failure. These initiatives try to help the Baltic States to restructure themselves. However, sometimes they slow down progress, because the organizational overhead is too big for the Baltic States. After they gained independence, a surge of nationalism went through them and they missed opportunities for better cooperation. Today the Baltic States are willing to coordinate their efforts, as several military cooperation projects tinder the Baltic Security Assistance Group show.

Book excerpt: In the event of an occupation of Estonia, Latvia, or Lithuania, a conventional military intervention by allies--including the North Atlantic Treaty Organization (NATO), the European Union, and the United States--would be crucial for the Baltic countries to regain national independence. But Baltic civilians could play a powerful role in their own defense--and, in fact, the Baltic countries' constitutions and national security strategies highlight the importance of the willingness and preparedness of their civilians to meet external aggression with resilience and resistance. Increasingly, Baltic governments consider national military defense to be closely intertwined with nonmilitary capabilities, and each has introduced a whole-of-society approach into high-level strategy and policy documents. RAND researchers sought to better understand the nature and effectiveness of contributions that Baltic civilians could make to a resistance campaign during a notional occupation. In this report, using an original analytical framework, the authors examine historic episodes of Baltic armed resistance from 1940 to 1955 and unarmed resistance from 1955 to 1991. Drawing from this analysis, the authors examine more-recent plans and policies to prepare Baltic populations for crises and consider the contributions that Baltic civilians could make during an occupation scenario by imposing costs on an adversary, securing external support, denying an occupier's political and economic consolidation, reducing an occupier's capacity for repression, and maintaining and expanding popular support for resistance. Finally, the authors present recommendations for how allies and partners can support the Baltic countries in strengthening civilian capacity for resilience and resistance.
