Therewere those who believed that it would never come; but their hopes werevain. Greed and reckless selfishness wrought like results here as inthe cities of older lands. "When the great riot occurred in 1863," soreads the testimony of the Secretary of the Prison Association of NewYork before a legislative committee appointed to investigate causesof the increase of crime in the State twenty-five years ago, "everyhiding-place and nursery of crime discovered itself by immediate andactive participation in the operations of the mob. Those very placesand domiciles, and all that are like them, are to-day nurseries ofcrime, and of the vices and disorderly courses which lead to crime.By far the largest part--eighty per cent. at least--of crimes againstproperty and against the person are perpetrated by individuals whohave either lost connection with home life, or never had any, or whose_homes had ceased to be sufficiently separate, decent, and desirable toafford what are regarded as ordinary wholesome influences of home andfamily_.... The younger criminals seem to come almost exclusively fromthe worst tenement house districts, that is, when traced back to thevery places where they had their homes in the city here." Of one thingNew York made sure at that early stage of the inquiry: the boundaryline of the Other Half lies through the tenements.It is ten years and over, now, since that line divided New York'spopulation evenly. To-day three-fourths of its people live in thetenements, and the nineteenth century drift of the population to thecities is sending ever-increasing multitudes to crowd them. The fifteenthousand tenant houses that were the despair of the sanitarian in thepast generation have swelled into thirty-seven thousand, and more thantwelve hundred thousand persons call them home. The one way out hesaw--rapid transit to the suburbs--has brought no relief. We know nowthat there is no way out; that the "system" that was the evil offspringof public neglect and private greed has come to stay, a storm-centreforever of our civilization. Nothing is left but to make the best of abad bargain.What the tenements are and how they grow to what they are, we shallsee hereafter. The story is dark enough, drawn from the plain publicrecords, to send a chill to any heart. If it shall appear that thesufferings and the sins of the "other half," and the evil theybreed, are but as a just punishment upon the community that gave itno other choice, it will be because that is the truth. Entrepreneurs lured poor people from Eastern Europe and contracted out their labor in sweat shops in the US. The laborers lived in tenements, which were dark, unventilated cages in blocks of buildings that rented for a surprising high rent to people who died by the thousands in the unsanitary conditions. The conditions described by Jacob Riis in this classic are heart-rending, especially the part about foundling babies (abandoned newborns). A cradle was put outside a Catholic Church and instead of a baby each night, racks of babies appeared. The Church had to establish foundling hospitals run by nuns, who persuaded the unwed or impoverished mothers to nurse the baby they gave up, plus another baby. The child mortality rate, especially in the ''back tenements'' or buildings built on to the back of others (dark and airless) was incredible. Riis also provides interesting information about the gangs of New York in ''How the Other Half Lived.''
