Book excerpt: Excerpt from How France Is Governed The institution of national and compulsory education was not effected without keen opposi tion it was, however, a necessity for a democracy like the French. Is it not allow able to demand a minimum of capacity from the citizens whose votes decide the destinies of the country? We must therefore examine how the State undertakes its duty as teacher, and what are the three degrees - primary, secondary, and superior - of public education. Book excerpt: Excerpt from Constitutional History of France The author of this essay has made some attempt briefly to outline the intellectual, social, and political causes which led to the changes in the form of government of France, and at the same time to sketch the salient features of her organic law. Parliamentary governments, like that of Great Britain, and presidential systems, similar to that of the United States, have been compared to the parliamentary Republic of France. Such an extended period of French history has been dealt with that it has only been possible to accord a brief consideration to the many questions of Constitutionalism, which would, under other circumstances, have received a closer analysis than the cursory one which the author has made. However, it was intended to produce a general commentary and criticism, and reference is therefore invited to the Constitutional laws which have been translated and placed in the. appendix of this work, in support of the positions assumed. Although the Constitutional life of France lies within the period treated in this essay, still it is true that as early as the time that immediately followed the Middle Ages, society revived and secured popular franchises from the Crown and the nobles. These historic facts disclose the very germs of Constitutional law. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Book excerpt: Excerpt from Lectures on the French Revolution The revenue of France was near twenty millions when Lewis XVI., finding it inadequate, called upon the nation for supply. In a Single lifetime it rose to far more than one hundred millions, while the national income grew still more rapidly; and this increase was wrought by a class to whom the ancient monarchy denied its best rewards, and whom it deprived of power in the country they enriched. As their industry effected change in the distribution of property, and wealth ceased to be the prerogative of a few, the excluded majority perceived that their disabilities rested on no foundation of right and justice, and were unsupported by reasons Of State. They proposed that the prizes in the Government, the Army, and the Church should be given to merit among the active and necessary portion of the people, and that no privilege injurious to them should be reserved for the unprofitable minority. Being nearly an hundred to one, they deemed that they were virtually the substance of the nation, and they claimed to govern themselves with a power proportioned to their numbers. They demanded that the State should be reformed, that the ruler should be their agent, not their master. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Book excerpt: Excerpt from French Life in Town and Country It is true that the townsman all over the land is largely governed by a need for excitement, and having, as a rule, no personal initiative to enable him to minister to it, he contents himself with looking toward the capital with envy, and devours the newspapers from Paris in eager ex pectation of the something he is in daily hope Of happening. But whatever does happen in Paris rarely makes itself felt in the intellectually sleepy, industrious provinces thanks to which wide-spread Spirit of commercial and bucolic denseness to the inflammatory influences of the capital, France thrives now as she throve before the war, when at a word she could produce funds to pay off an enormous indemnity, with out flinching or hesitating. Book excerpt: Excerpt from The French Revolution, Vol. 3 of 3 "In Egypt," says Clement of Alexandria, "the sanctuaries of the temples are shaded by curtains of golden tissue. But on going further into the interior in quest of the statue, a priest of grave aspect, advancing to meet you and chanting a hymn in the Egyptian tongue, slightly raises a veil to show you the god. And what do you behold? A crocodile, or some indigenous serpent, or other dangerous animal, the Egyptian god being a brute rolling about on a purple carpet." We need not visit Egypt or go so far back in history to encounter crocodile worship, as this can be readily found in France at the end of the last century. - Unfortunately, a hundred years is too long an interval, too far away, for an imaginative retrospect of the past. At the present time, standing where we do and regarding the horizon behind us, we see only forms which the intervening atmosphere embellishes, shimmering contours which each spectator may interpret in his own fashion; no distinct, animated figure, but merely a mass of moving points, forming and dissolving in the midst of picturesque architecture. I was anxious to have a nearer view of these vague points, and, accordingly, transported myself back to the last half of the eighteenth century, where I have been living with them for twelve years, and, like Clement of Alexandria, examining, first, the temple, and next the god. A passing glance at these is not sufficient; a step further must be taken to comprehend the theology on which this cult is founded. Book excerpt: Excerpt from The French Army From Within Before proceeding to the consideration of life as lived in the French Army, it would be well to have a clear understanding of the constitution of the Army of France, the parts of which it is composed, and the conditions under which it is organised and controlled. The British Army is a growth of years, and even of centuries, but with the changes of government that France has undergone since 1815 the constitution of the Army has undergone radical changes, and the French Army of to-day dales back only to 1871 - that is, as far as form and composition are in question. One of the principles under which the present Republic of France is constituted is that "every citizen is a soldier." Book excerpt: Excerpt from The French Revolutions From 1789 to 1848, Vol. 1 Tm: French Revolution, which commenced under Louis XVI. In 1789, and which, under various modifications and phases, has been in opera tion ever since, is, of all others which have occurred in the history of the world, the event that has exercised the most important and decisive influence on the destinies of mankind. The lessons its extraordinary occurrences and stupendous consequences convey are invaluable, since they teach by the most emphatic testimonies those immutable laws of Providential guidance which sway the dispensations of good and evil, of rewards and retributions, in the affairs of men and nations; and they likewise teach to rulers and communities how best they may secure, by timely and prudent sacrifices, the blessings of good govern ment, without passing through the fiery ordeal of a social convulsion. As was natural, such an event has been treated in every variety of temmr and reflection, each writer, animated by the spirit of party, striving to enforce his own peculiar views, and often misrepresenting, always colouring, facts to support his predetermined conclusions. The time is now come, however, when it may be described with truth and impartiality; when the passions of the partisan may merge in the cooler deductions of reason; when it may be considered without any bias tending to obscure the judgment or vitiate the veritable development. Book excerpt: Excerpt from Elementary Education in France, 1891 OR several years I have observed a very progressive spirit at work in the schools of France. It was, however, during the Paris Exhibition of 1889, and the International Congress of Primary Education, which was opened on the l0th of August of that year, at the Sorbonne, by the Minister of Public Instruction, that I fully realised the great activity which prevailed in the French Educational Department. That activity and its results, as illustrated in the Educational Section of the Exhibition, won the warm admiration of the delegates sent to the Con gress, on the invitation of the French Govern ment, by the principal States of the old and the new world, including England and Germany. Book excerpt: Excerpt from The Book of History, Vol. 11: A History of All Nations, From the Earliest Times to the Present, With Over 800 Illustrations; Western Europe to the French Revolution; The French Revolution and Napoleonic Era The House of Hapsburg gained great advantages from an alliance with the papacy, but it had, and has, no hesitation in renouncing the alliance; if by so doing it could further its political ends. Of this we have instances in the nineteenth century as well as in the eighteenth. In the policy of the French Bourbon and Napoleonic governments such instances are even more striking. The chief task of every govern ment is to unify the powers under its control, and to turn them to account with a View to throwing off any external yoke and to consolidating the internal relations between the territories composing the state.
