Using data from Peruvian and Pakistani household surveys, Ray tests the hypotheses of a positive association between child labor hours and poverty and a negative association between child schooling and poverty. Both hypotheses are confirmed using Pakistani data but not using Peruvian data. What explains these divergent results? The link between household poverty and child labor is much stronger in Pakistan than in Peru - perhaps partly because Pakistani schools are not as good as those in Peru, and perhaps partly because Pakistani families value education less, especially for girls. Also, Peruvian children combine schooling with employment, unlike Pakistani children. Rising wages for men significantly reduce the labor hours of Peruvian girls. Strong complementarity exists between the labor market for women and that for girls in Pakistan. Providing good schools in South Asia could help reduce child labor and break the strong link there between poverty and hours spent in child labor. Data from both countries confirm the positive role more adult education can play in improving child welfare. Adult education`s impact on child labor is considerably greater in Pakistan than in Peru. One generation`s lack of skills and education causes the next to remain uneducated and unskilled as well. This paper - a product of the Office of the Senior Vice President, Development Economics - is part of a larger study funded by the Bank`s Research Support Budget under the research project Intrahousehold Decisionmaking, Literacy, and Child Labor (RPO 683-07).

Book excerpt: "Although there is an extensive literature on the determinants of child labor and many initiatives aimed at combating it, there is limited evidence on the consequences of child labor on socio-economic outcomes such as education, wages, and health. We evaluate the causal effect of child labor participation on these outcomes using panel data from Vietnam and an instrumental variables strategy. Five years subsequent to the child labor experience, we find significant negative impacts on school participation and educational attainment, but also find substantially higher earnings for those (young) adults who worked as children. We find no significant effects on health. Over a longer horizon, we estimate that from age 30 onward the forgone earnings attributable to lost schooling exceed any earnings gain associated with child labor and that the net present discounted value of child labor is positive for discount rates of 11.5 percent or higher. We show that child labor is prevalent among households likely to have higher borrowing costs, that are farther from schools, and whose adult members experienced negative returns to their own education. This evidence suggests that reducing child labor will require facilitating access to credit and will also require households to be forward looking"--National Bureau of Economic Research web site.

Traditionally, most children, except for the privileged few, had always worked -- either for their parents or for an outside employer. Through the years, child labour practices have changed -- and so have the benefits and risks associated with employment of children. In some respects, altered workplace technology has served to make work easier and less hazardous. At the same time, some processes and equipment have rendered the workplace more dangerous -- especially for the very young. Child labour first became a federal legislative issue at least as far back as 1906 with the introduction of the Beveridge proposal for regulation of the types of work in which children might be engaged. Although the 1906 legislation was not adopted, it led to extended study of the conditions under which children were employed or allowed to work and to a series of legislative proposals -- some approved, others defeated or overturned by the courts -- culminating in the Fair Labor Standards Act (FLSA) of 1938. The latter statute, amended periodically, remains the primary federal law dealing with the employment of children. Although providing a framework for regulation of child labour (and, in some cases, forbidding it entirely), the FLSA is not comprehensive, nor does it deal with all employment of children in precisely the same way. Generally speaking, work by young persons (under 18 years of age) in mines and factories is not allowed. What other types of work may be suitable (or especially hazardous) for persons under 18 years of age has been left to the discretion of the Secretary of Labour. Some types of work -- for example, some newspaper sales and delivery, theatrical (and related) employment -- fall beyond the scope of FLSA child labour requirements. Finally, a distinction has been made between employment in non-agricultural fields and in agriculture -- and, in the latter case, between work for a parent or guardian in an agricultural setting and commercial employment. This book sketches the early history of child labour regulation and reviews certain recent federal initiatives in that area and discusses child labour legislation.
