Book excerpt: Intermediary firms within agri-food value chains operating between the farmgate and retailers typically account for at least as much, if not more, value added as the primary agricultural production sector of the economy, but little is known about how these small and largely informal firms conduct their business. Drawing on a set of innovative surveys implemented amid the arabica coffee and soybean value chains in Uganda and the rice and potato value chains in Bangladesh, we describe the financial activities of the firms that transform agricultural produce into food. We document four sets of results. First, across all intermediary actors in our data the overwhelming majority of transactions are cash-based. Second, although many intermediary actors are un-banked, access to financial accounts varies considerably by value chain segment, commodity, and country. Third, while most intermediary actors report using mobile money for personal purposes, especially in Uganda, very few use mobile money to facilitate business transactions. Fourth, although intermediary actors frequently report exposure to risk, very few effectively manage this risk. We conclude by discussing how intermediary agri-food value chain actors represent an underappreciated population for the promotion of new technologies both to improve the stability of the agricultural sector and to improve outcomes among smallholder farmers.

All six studies are from Africa. They cover: (1) jatropha chains in Burkina Faso and Mali; (2) oilseeds in Uganda; (3) litchi in Madagascar; (4) cashew in Benin; (5) milk products in Senegal; and (6) bananas, pigs and aquaculture in Uganda. There is a range of definitions of inclusive value chains but such chains are generally considered to be those that seek to obtain supply from poorer farmers, thereby maximising farmers’ access to market opportunities. Recent developments in production and marketing systems do not automatically benefit small-scale farmers and conscious efforts need to be made to achieve positive results for them. Even so, not all farmers can be included, for reasons such as their location, farm size and natural resources, capacity to meet increasingly strict product standards, and the farmers’ aversion to risk.

Book excerpt: This paper goes beyond the “business” case for agricultural value chain development and presents an economy-wide framework to make the “development” case. We show that there are several key transmission channels that determine the economy-wide impacts of promoting various value chains, including forward and backward economic linkages, price responses, and net employment effects. These impacts all matter for household incomes, poverty, and dietary diversity. Results for Egypt show that agricultural value chain development generates economy-wide growth as well as growth in the agri-food system, but the impacts on employment suggest that agricultural growth can create new (and better) jobs in and beyond the agri-food system, but not necessarily more jobs. The results also show that productivity-driven agricultural growth in all crops is pro-poor and improves nutrition. However, potential adverse effects of livestock-led growth show that growth acceleration in single sectors can be negative, highlighting the importance of a systems analysis or, in our case, an economy-wide analysis. It is clear that no single sub-sector is best at achieving all the development outcomes examined. Moreover, the ranking of value chains by their development outcomes differs across sub-national regions. As such, results from this paper may provide useful decision support for the government and its development partners to select value chains depending on their priority development outcomes.

(2) value-chain financial services – mainly focusing on digital financial services (DFS) that facilitate trans actions, savings, access to and use of credit, and insurance. The logistics services in agri-food systems in low- and middle-income countries (LMICs) are often targeted at large-scale enterprises with greater market power and less accessible to smallholder farmers and small and micro enterprises (SMEs). WP3 aims to assess the ways in which these emerging logistics services (including digital platforms) can be cost-effectively targeted at smallholder farmers and agri-food SMEs. Regarding DFS, the WP will investigate cost-effective ways of improving access to and adoption of DFS among smallholders and agri-food SMEs, especially among women and youth. Though these emerging DFS appear to have a high potential to benefit smallholders and SMEs across the agri-food value chains in LMICs, they need a reliable internet connection, a suitable mobile phone network, and a broad network of mobile money agents to be effective. WP3 thus aims to identify innovations/emerging logistics and DFS and test their effectiveness to smallholders and SMEs using randomized control trials (RCTs) in pilots, with the goal of country-specific scalable designs.
