Available in PDF, EPUB and Kindle. Book excerpt: Housing allowances have become increasingly important policy instruments in the advanced welfare states. Operating at the interface between housing and social security policy, they provide means-tested assistance with housing costs for low income households. In the present era of fiscal austerity, such schemes are seen by many governments as a more efficient way to help tenants than rent controls or 'bricks and mortar' subsidies to landlords. Yet as the contributions to this collection show, housing allowances are not without problems of their own, especially in relation to housing consumption and work incentives. This book examines income-related housing allowance schemes in advanced welfare states as well as in transition economies of central and eastern Europe. Drawing on experiences in ten countries, including Britain, Sweden, Germany, Australia and the USA, it presents new evidence on the origins and design of housing allowances; their role within housing and social security policy; their impact on affordability; and current policy debates and recent reforms. Unique in it's depth of coverage, Housing Allowances in Comparative Perspective is essential reading for researchers, students and lecturers in social policy, housing and urban studies.

Available in PDF, EPUB and Kindle. Book excerpt: The Economics of Housing Vouchers is a seven-chapter text that examines the housing choices of low-income families in two metropolitan areas, namely, Phoenix and Pittsburgh. Some of these households are offered a novel kind of housing subsidy, including a housing allowance or housing voucher, in an experimental framework designed to test this approach to demand-side housing assistance. Chapter 1 presents an overview of U.S. housing programs and the dimensions of the U.S. housing problem. Chapter 2 provides a simple microeconomic model that conceptualizes household behavior, as well as a summary of some of the extant evidence on housing demand. This chapter also estimates the housing demand models for the low-income population in the Demand Experiment, using housing expenditures to measure housing. Chapter 3 applies a hedonic index of housing services that abstracts from particular characteristics of the household or landlord that may affect rent and attempts to measure housing in a more objective manner. Chapter 4 describes a model of household behavior that leads to the methodology for estimating experimental effects. Chapter 5 repeats the analysis for Minimum Rent households, while Chapter 6 examines the effect of both kinds of Housing Gap allowance payment on the consumption of housing services. Lastly, Chapter 7 focuses on the implications of the experimental findings for housing policy. This chapter compares a housing allowance strategy with two other approaches, namely, a pure income-transfer approach and a construction-oriented approach. This book is of value to workers in housing policy, including economists, regional and other social scientists in academia, housing analysts, the Congress, housing lobby groups, and state and local government housing officials.

Book excerpt: As regions and communities are increasingly affected by the projects, programs, and policies of disparate government and private groups, the skills of social scientists are being called on to aid in the environmental planning process. This volume presents accounts of the many ways in which the social sciences are contributing to environmental planning. The authors, drawing on case studies and displaying a wide range of theoretical and methodological approaches, address the transition from theory to practice in environmental planning, local-level contributions to the planning process, socioeconomic development and planning needs, and socioenvironmental planning and mitigation procedures.

Book excerpt: International comparisons of economic institutions and government poli cies are fraught with difficulties. After1he selective barriers of language and culture are overcome, differences in programs and outcomes are far more subtle than those that can be revealed by highly aggregated national data. Rela tively "soft" comparisons are the norm in international comparative research. This is particularly true in comparative analyses of housing and the operation of housing markets. Housing markets are local or regional in character, and the effects of government programs on market outcomes depend upon important economic characteristics of the local environment. Moreover, the institutions that influence the production, distribution, and consumption of housing differ enormously across nations. The distribution of housing and the role of the market in provision depend upon historical and social factors as well. Aggregate national data are unlikely to allow for much depth in comparisons across societies. Yet in the absence of such comparisons, the very visibility of housing may lead to inadequate or erroneous generalizations. Photographs emphasing the aesthetics of ''well planned" housing agglomorations or urban slums are compelling. Documen tation that middle-class households must wait in a queue for a decade to be housed is notably less graphic.

Available in PDF, EPUB and Kindle. Book excerpt: Outside the United States, the idea of a consumer housing subsidy is a highly developed concept. Housing allowances, shelter allowances, rent allowances - or rent rebates as they are called - have been paid out on a larger scale for longer periods of time on an entitlement basis, with a much greater variety of rationales than in the United States. As the United States moves ahead with its demonstration program, it is timely to examine and evaluate foreign experiences with the consumer housing approach.E. Jay Howenstine addresses common questions that have puzzled many policymakers: How do consumer housing subsidies work? For tenants? Homeowners? Builders? And government officials? Gathered here is the definitive experience of the countries that have employed them. From Australia to the United Kingdom, here is the reality gleaned from a dozen countries and brought to bear on the United States. Both the virtues and the limitations of the approach are presented in detail for everyone interested in housing. This study is divided into three major parts. First, Howenstine reviews the historical background and analyzes housing allowance strategies that foreign governments have adopted. A second part examines in detail the major principles and elements with which governments have fashioned their systems. The third part examines the impact of housing allowance systems and weighs them in the light of the original objectives. Conclusions are also drawn about foreign experiences: Should financial assistance to low-income families be in the form of consumer housing subsidies or producer housing subsidies, or some synthesis of the two systems? Should the housing allowance be maintained as a separate housing policy, or should it be integrated into a general income maintenance policy? This book addresses an increasingly prominent portion of the housing market.

Unemployment and related welfare benefits help prevent those without work from falling into poverty but can at the same time reduce the incentive to work; this is one of the main dilemmas of social policy.
