Available in PDF, EPUB and Kindle. Book excerpt: There is a large shortage of affordable housing across Europe. In high‐demand urban areas housing shortages lead to unaffordable prices for many target groups. This book explores innovations to support a sufficient supply of affordable and sustainable rental housing. Affordable housing is increasingly developed, financed and managed by a mix of market, state, third sector and community actors. Recent decades in large parts of the Western world have consecutively shown state-dominated, non-profit housing sectors, an increased role for market forces and the private sector, and the rise of initiatives by citizens and local communities. The variety of hybrid governance and finance arrangements is predicted to increase further, leading to new affordable housing delivery and management models. This book explores these innovations, with a focus on developments across Europe, and comparative chapters from the USA and Australia. The book presents new thinking in collaborative housing, co-production and accompanying finance mechanisms in order to support the quantity and the quality of affordable rental housing. Combining academic robustness with practical relevance, chapters are written by renowned housing researchers in collaboration with practitioners from the housing sector. The book not only presents, compares and contrasts affordable housing solutions, but also explores the transferability of innovations to other countries. The book is essential reading for researchers and professionals in housing, social policy, urban planning and finance.

Available in PDF, EPUB and Kindle. Book excerpt: South End Community Development Inc. was a new idea when Whittlesey accepted its directorship. He worked with the United South End Settlements staff on a successful proposal to rehabilitate South End houses in one of Bostons urban renewal areas. They received a grant from the US Federal Housing and Home Agencies for $205,000 matched with a contribution of $50,000 from the United South End Settlements and $75,000 from the Committee of the Permanent Charity Fund, now known as the Boston Foundation. This book tells the story of the completion of that Demonstration Program, of its transformation into a technical assistance corporation, and its expansion into the Greater Boston area. Convinced that financing was key for successful affordable housing ventures, Whittlesey accepted the directorship of the Boston Housing Partnership (BHP). BHP organized the projects, raised financing for them, and had local community development corporations own and operate them. BHP became a model for the nation. Conducting a national survey and identifying the presence of significant housing organizations around the country, Whittlesey then left BHP to head up the organization of a national association of housing partnerships, now known as the Housing Partnership Network (HPN). With a hundred members, by 2014, HPN had collectively developed and preserved over three hundred thousand units of affordable rental housing and built, rehabilitated, or financed sixty-three thousand single-family homes.

Book excerpt: With distressing statistics about rising cost burdens, increasing foreclosure rates, rising unemployment, falling wages, and widespread homelessness, building affordable housing is one of our most pressing social policy problems. Affordable Housing and Public-Private Partnerships focuses attention on this critical need, as leading experts on affordable housing law and policy come together to address key issues of concern and to suggest appropriate responses for future action. Focusing in particular on how best to understand and implement the joint work of public and private actors in housing, this book considers the real estate aspects of affordable housing law and policy, access to housing, housing finance and affordability, land use, housing regulation and housing issues in a post-Katrina context. Filling a critical gap in the scholarly literature available, this book will be of particular interest to policy-makers, academics, lawyers and students of housing, land use, real estate, property, community development and urban planning

Book excerpt: With the ongoing recession and housing crisis, it has never been more important to understand the federal and state governments' roles in affordable housing. The Creation of a Federal Partnership takes a fresh look at the history of national and state housing policy by examining the role played by state housing agencies since the 1970s. Establishing new ground in the field, this volume discusses how the relationship between the federal and state levels has evolved over time. The result, Margaret M. Brassil argues, is that the federal government's broad policy guidelines allow states to better address their own social issues, an improvement for policy and ultimately for the people it serves.

Available in PDF, EPUB and Kindle. Book excerpt: An exploration of how and why American city governments delegated the responsibility for solving urban inequality to the nonprofit sector. Nonprofits serving a range of municipal and cultural needs are now so ubiquitous in US cities, it can be difficult to envision a time when they were more limited in number, size, and influence. Turning back the clock, however, uncovers both an illuminating story of how the nonprofit sector became such a dominant force in American society, as well as a troubling one of why this growth occurred alongside persistent poverty and widening inequality. Claire Dunning’s book connects these two stories in histories of race, democracy, and capitalism, revealing how the federal government funded and deputized nonprofits to help individuals in need, and in so doing avoided addressing the structural inequities that necessitated such action in the first place. Nonprofit Neighborhoods begins after World War II, when suburbanization, segregation, and deindustrialization inaugurated an era of urban policymaking that applied private solutions to public problems. Dunning introduces readers to the activists, corporate executives, and politicians who advocated addressing poverty and racial exclusion through local organizations, while also raising provocative questions about the politics and possibilities of social change. The lessons of Nonprofit Neighborhoods exceed the bounds of Boston, where the story unfolds, providing a timely history of the shift from urban crisis to urban renaissance for anyone concerned about American inequality—past, present, or future.
