Book excerpt: The Foreign Affairs Committee believes the events of the 'Arab Spring' should stand as a reminder to the Foreign and Commonwealth Office (FCO) that failing to take a stronger and more consistent stance against human rights violations by overseas regimes can carry risks for the UK. Any suggestion that the FCO downplays criticism of human rights abuses in countries with which the UK has close political and commercial links is damaging to the UK's reputation and undermines the department's overall work in promoting human rights overseas. The Committee is less confident than the FCO that there is little conflict between its simultaneous pursuit of both UK commercial interests and improved human rights standards overseas. The Committee heard concerns on this front with respect to Saudi Arabia and Bahrain in particular. There should be a more robust and significantly more consistent position on human rights violations in the Middle East and North Africa. On China, the Committee finds it difficult to support the Government's approach to human rights engagement with China in the continuing absence of any evidence that it is yielding results, and when the human rights situation in China appears to be deteriorating. The Government should engage in more explicit, hard-hitting and consistent public criticisms of human rights abuses in China. The Committee welcomes the FCO's continued production of an annual human rights report and the Government's recognition that the UK's own human rights practices affect its international reputation and ability to pursue improvements in human rights standards overseas.

Available in PDF, EPUB and Kindle. Book excerpt: John Naughton is The Observer's "Networker" columnist, a prominent blogger, and vice president of Wolfson College, Cambridge. The Times has said of his writing, "[it] draws on more than two decades of study to explain how the internet works and the challenges and opportunities it will offer to future generations," and Cory Doctorow raved that "this is the kind of primer you want to slide under your boss's door." In From Gutenberg to Zuckerberg, Naughton explores the living history of one of the most radically transformational technologies of all time. From Gutenberg to Zuckerberg is a clear-eyed history of one of the most central features of modern life: the internet. Once a technological novelty and now the very plumbing of the Information Age, the internet is something we have learned to take largely for granted. So, how exactly has our society become so dependent upon a utility it barely understands? And what does it say about us that this is the case? While explaining in highly engaging language the way the internet works and how it got that way, technologist John Naughton has distilled the noisy chatter surrounding the technology's relentless evolution into nine essential areas of understanding. In doing so, he affords readers deeper insight into the information economy and supplies the requisite knowledge to make better use of the technologies and networks around us, highlighting some of their fascinating and far-reaching implications along the way.

Book excerpt: This report includes within its definition of infrastructure not only large and mid-range facilities, but also data, expertise and national capabilities such as those in Public Sector Research Establishments (PSREs), for example, the British Geological Survey and the Institute for Animal Health. On PSREs, the Committee expresses concern that the ability of PSREs and National Laboratories to deliver national objectives is being eroded by underfunding. While the Committee is broadly positive about the state of scientific infrastructure in the UK, the Committee warns that a lack of a clear long term strategy and investment plan, with a clear commitment to engagement with international projects, is impairing the UK's ability to remain internationally competitive over the long term. The Committee also found a 'damaging disconnect' between capital investment and funding for operational costs, i.e. that building important large scale infrastructure has been budgeted for, but the costs to keep it running have not. One example cited in the report is the ISIS centre in Oxfordshire, a world-leading base for neutron research. ISIS cost £50 million to build, and has recently doubled in size through a government-funded £145 million investment. Despite this, there was not the budget available to run the site at full capacity, and that it was only being used to two thirds of its potential. This resulted in hundreds of potential experiments not happening, industrial projects losing out and a missed opportunity for UK research.

This book was released on 2014-03-28 with total page 160 pages. Available in PDF, EPUB and Kindle. Book excerpt: While strong Armed Forces remain the bedrock in safeguarding national interests new kinds of power projection are now required, both to make the use of force ('hard power') more effective and in some instances to replace it with the deployment of what has been labelled 'soft power'. Soft power involves getting what a country wants by influencing other countries to want the same thing, through attraction, persuasion and co-option. The information and digital revolution has transformed international relations and foreign policy, meaning that the UK must win over new and wider audiences to its point of view. The UK must change the way it interacts with other nations and communities, and is well-equipped to do so. Soft power methods of exercising international influence must now be combined with older approaches in order to secure and promote the UK's interests and purposes. To ensure that the exercise of soft power takes its place at the core of government policy-making, the Committee calls for the creation of a new strategic unit at the heart of Government. Its purpose would be to assist the Prime Minister in ensuring all Departments understand the importance of soft power and of upholding the UK's reputation, and in swiftly counteracting any potentially damaging policies or messages. While investing in soft power takes time to produce results, the Committee makes a number of recommendations including that BBC World Service's budget is not reduced any further in real terms and that the British Council is properly resourced to encourage the UK's creative industries

This book was released on 2010-12-09 with total page 234 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report indicates broad support for the creation of Local Enterprise Partnerships as a way of addressing local growth. In particular the potential of LEPs to offer a greater focus on local economic needs, and build on the affinity between business, local government and other partners at a local level is recognised. Whilst it is right that LEPs should compete at certain levels it is equally important for them to collaborate, particularly with the Regional Development Agencies, where it makes economic sense. Local Enterprise Partnerships are being introduced quickly and at a time of greatly constrained public funding. There is concern that in the short term LEPs will need know how and powers and in some cases financial resources to make a positive difference. Government will need to be willing to devolve power to LEPs and in certain cases be willing to support LEPs at inception. If LEPs are to be a success, the Department's transition team will need to focus in three areas: retain RDA know-how, realising the full potential of RDA assets, and leveraging potential EU funding
