Book excerpt: This book shines a spotlight on the way in which parliamentary scrutiny of regulations provides the primary support for democratic legitimacy for regulations in the UK and Australia. This democratic safeguard is supplemented by public consultation processes. Despite commonly expressed concerns that regulation-making is secretive and undemocratic, it can be recognised to be a democratically sound and important feature of modern law. There are, however, modern practices that remove or limit these safeguards on regulation-making, raising concerns about executive aggrandisement. This book has two aims. The first is to explain the systems of parliamentary scrutiny in the UK and Australia and their historical development. The development of parliamentary checks on regulation-making through the 20th century established the primary basis for the democratic legitimacy of regulations. The second aim is to examine recent developments in regulation-making that avoid or minimise this safeguard. Constitutional changes in the UK, transnational regulation, and emergencies such as the COVID-19 pandemic have affected regulation-making in a manner that avoids or minimises the parliamentary checks that were carefully developed and implemented in the 20th century. The book contributes to public law in the UK and Australia by analysing recent developments that involve executive over-reach, with reference to the historical development of parliamentary checks on regulation-making.

Available in PDF, EPUB and Kindle. Book excerpt: Based on unprecedented access to the UK Parliament, this book challenges how we understand and think about accountability between government and Parliament. Drawing on three months of research in Westminster, and over forty-five interviews, this book focuses on the everyday practices of Members of Parliament and officials to reveal how parliamentarians perform their scrutiny roles. Some MPs become specialists while others act as lone wolves; some are there to try to defend their party while others want to learn about policy. Amongst these different styles, chairs of committees have to try to reconcile these interpretations and either act as committee-orientated catalysts or attempt to impose order as leadership-orientated chieftains. All of this pushes and pulls scrutiny in competing directions, and tells us that accountability depends on individual beliefs, everyday practices and the negotiation of dilemmas. In this way, MPs and officials create a drama or spectacle of accountability and use their performance on the parliamentary stage to hold government to account. Dramas at Westminster: Select committees and the quest for accountability offers the most up-to-date and detailed research on committee practices in the House of Commons, following a range of reforms since 2010.

Chapters of the book cover the following: parliamentary institutions; parliaments and ministries; privileges and immunities; the House and its Members; parliamentary procedure; the physical & administrative setting; the Speaker & other presiding officers; the parliamentary cycle; sittings of the House; the daily program; oral & written questions; the process of debate; rules of order & decorum; the curtailment of debate; special debates; the legislative process; delegated legislation; financial procedures; committees of the whole House; committees; private Members' business; public petitions; private bills practice; and the parliamentary record. Available in PDF, EPUB and Kindle. Book excerpt: The forcible integration of Kashmir into the Indian union has unleashed a new wave of intense political repression, human rights violations and resource appropriation in Kashmir and has once again made the conflict a focus of international attention. This has led to a paradigm shift in global perceptions and created space for new understandings of the conflict and its possible resolutions. Life, Politics, and Resistance in Kashmir after 2019: A Multidisciplinary Understanding of the Conflict brings together original research and analysis by emerging and established scholars from a range of disciplines to offer a profoundly transformative understanding of the history and experience of Kashmir and the Kashmiris. This book builds a Kashmir-centric narrative of contemporary political and social developments through a discussion of topics ranging from struggles for human rights to environmental destruction and resource appropriation, as well as mental health and the experiences of women, children, political prisoners, and minorities.

Book excerpt: Although Parliament is constantly in the news and televised daily, much of its work remains a mystery to outsiders and is sometimes perplexing even to its own members. This book provides a unique insight into the work and daily life of Parliament. It sets out plainly and intelligibly what goes on and why things happen, but it also analyses the pressures within the institution, its strengths and weaknesses, and ways in which it might change. Covering every aspect of the work, membership, and structures of both Houses, this book also reflects the profound changes that have taken place in Parliament over the years.
