Book excerpt: In December 2005 the Government launched a "Vision for the Common Agricultural Policy", which was intended to stimulate debate and show how the Common Agricultural Policy should change in 10-15 years. This report examines the proposals and finds them a lost opportunity. The Government should have directed the debate towards scrapping the existing CAP and replacing it with a Rural Policy for the European Union. There should thus be a new Vision document, launched in a more subtle way so that allies for reform can be enlisted. The credibility of the document depends on the Government providing full and detailed evaluation of the impact of proposals on biodiversity, the environment, markets for agricultural goods and individual farm enterprises. This should be done by mid 2008. The long-term justification of the expenditure of taxpayers' money is the provision of public benefit. These public goods should be measurable and capable of evaluation.

Much of the material they are made from can be recycled, but many ships also contain hazardous materials, such as asbestos, PCBs and waste oils, which need to be disposed of safely. The Committee's report considers how defunct ships are dismantled and why most are currently dismantled in developing countries, mostly in Asia; health and safety protection for workers, and environmental protection standards; the international regulatory framework, including legislation such as the Basel Convention and EC regulations, IMO guidelines and enforcement problems; the principles of responsible ship recycling; the Government's approach to ship recycling and a UK ship recycling industry. Findings include that the Government has an important role to play in ensuring this issue receives sufficient international priority, particularly during the UK's forthcoming EU Presidency and chairmanship of the G8; as well at home in helping persuade UK-based shipowners to arrange for their vessels to be disposed of responsibly. As a first step, it should ensure that all naval and other publicly-owned vessels are dismantled to the highest health, safety and environmental standards.

The report says the biggest long-term challenge to food production systems is the impact of extreme weather events resulting from climate change. The Committee supports the idea of 'sustainable intensification' - producing more food with fewer resources - and calls on Defra to stem decline in UK self-sufficiency and deliver more resilience in the UK food system. It notes that for key cereal crops, for example wheat, yield levels have not increased for over 15 years. Other recommendations include: supermarkets to shorten supply chains to reduce threats of disruption; UK farmers to extend seasonal production of fresh fruit and vegetables in coordination with the Agricultural and Horticultural Development Board, and local and central Government; Government to reduce dependence on imported soybean for animal feed, as increased demand for protein from emerging economies threatens current supply lines; and Government to produce a detailed emissions reduction plan for the UK agricultural sector. The Committee welcomes the Government's new £160 million AgriTech Strategy to translate technological ideas into farm practice but warns that current funding levels are insufficient. The Government must also lead a public debate to counter food safety fears among consumers about GM foods and ensure a more evidence-based approach to EU licensing of GM crops. New farmers are needed in the sector, to ensure that farming has a future in the UK.

Book excerpt: The European Commission proposes that 30% of 'direct payments' made to farmers under the Common Agricultural Policy (CAP) would be conditional on compliance with three new 'greening' measures. While supporting the Commission's desire to improve the environment, the EFRA Committee rejects the approach proposed. Instead it calls for the EU to set high-level objectives for the CAP that provide for flexibility to apply the right measures for local conditions through 'decentralising' environmental protection under the CAP to Member States. This report highlights the huge benefit that UK 'agri-environment' schemes have brought to biodiversity, food production and the countryside. The Committee also urged Defra to ensure that the UK's tenant farmers should not be excluded from these schemes. The Committee concludes that Defra must ensure the balance of funding between mandatory and voluntary aspects of the CAP should not leave UK farmers at a competitive disadvantage relative to their counterparts in the rest of Europe. MPs also warn that measures proposed by the Commission would be even more complex than the current system - adding costly bureaucracy and generating more errors in the system. Likewise, the committee concludes that the Commission's crop diversification measure would in the UK have perverse consequences that are far less environmentally beneficial than crop rotation. Of the three 'greening' measures offered, the Commission's proposal for Ecological Focus Areas (EFA) has the potential to deliver the greatest environmental benefit. However, the lack of definitions within the proposals make it difficult to assess what, if any, such benefits would actually be delivered
