Chapter 2, "Progress in Fiscal 1996 and 1997," examines progress in the preparation and quality of poverty assessments and country assistance strategies; reviews the Bank's poverty-targeted lending; and discusses the Bank's recent work on project participation by stakeholders, gender issues, and poverty monitoring in various regions of the world. Chapter 3, "Safety Net Programs: Lessons from Country Experience," examines recent experiences in safety net programs, which complement the main strategy of broad-based growth and investment in human capital. Appendix A describes the Bank's analytical work on poverty and presents summaries of poverty assessments for 32 countries. Appendix D describes objectives of the Program of Targeted Interventions (PTI) and lists 156 PTI projects with details on their specific objectives and strategies; 75 of these addressed human capital development. Education projects focused on female literacy, skills for the informal sector, teacher education, provision of school materials, and educational facilities construction. Other appendices provide further details on poverty assessments, poverty-focused structural adjustment loans, poverty-focused emergency recovery loans, annual lending to selected sectors, regional plans for poverty monitoring, and projects and adjustment operations with safety net components. The Annual Review of Development Effectiveness 2006 assembles evaluative evidence around three questions central to poverty reduction: - How effectively has economic growth translated into poverty reduction in Bank-assisted countries and what factors have affected these results? - What factors have led to high-quality results in areas that deliver services to the poor? - What measures help raise the accountability of public institutions responsible for delivering and sustaining these results? The report identifies three key areas where the World Bank can further strengthen its effectiveness in helping countries reduce poverty. - Economic growth has improved in many Bank client countries but a stronger focus on the nature of growth is needed to ensure that such growth leads to jobs for the poor and productivity increases in poorer regions and sectors where the poor earn their incomes. - Consistent use of a clearly articulated results chain helps ensure that Bank country assistance programs and individual projects set realistic objectives, that key cross-sectoral constraints to achieving them are adequately considered and that due attention is given to building capacity. - A realistic assessment of the political economy of governance-related reforms is needed to tailor efforts to increase the accountability ofpublic sector institutions to local conditions.

From the demand side, growth was supported by the recovery in private consumption—which responded positively to a reduction in gasoline prices and strong remittances inflows—and a boost in investment. On the supply side, the recovery in manufacturing and agriculture supported greater activity. The outlook for 2016 remains favorable. Real GDP through the second quarter of 2016 grew by 4.1 percent (year over year) broadly consistent with IMF staff projection of 3.6 percent for 2016. This projected growth performance is supported by scaled up public infrastructure investment and a supportive monetary policy stance.
