To support this primary mission, DHS has been acquiring billions of dollars worth of goods and services. DHS also has been working to integrate the disparate acquisition processes and systems that organizations brought with them when DHS was created 2 years ago. GAO was asked to identify (1) areas where DHS has been successful in promoting collaboration among its various organizations and (2) areas where DHS still faces challenges in integrating the acquisition function across the department. GAO was also asked to assess DHS's progress in implementing an effective review process for major, complex investments.

Book excerpt: " When DHS was created in 2002, Congress granted it special acquisition authority to use "other transaction" agreements, which are special vehicles used for research and development or prototype projects. Unlike conventional contracts, other transaction agreements offer flexibilities to reach entities that traditionally have not done business with the government. They have risks, however, because they are exempt from the Federal Acquisition Regulation and other requirements. The Homeland Security Act of 2002 required GAO to report on the use of other transactions by DHS. In 2004 and 2008, GAO reported on challenges DHS faced. This report covers (1) the DHS Science and Technology Directorate's use of other transactions, (2) DHS's progress in addressing challenges, and (3) the information collected on the use of the authority and reported to Congress. GAO examined all 27 available other transaction agreement files, reviewed DHS's other transaction policies and procedures, and interviewed cognizant officials. "

Available in PDF, EPUB and Kindle. Book excerpt: "Since its creation in 2003, the Department of Homeland Security (DHS) has been developing new information technology (IT) systems to perform both mission-critical and support functions; however, it has faced challenges in developing these systems. One way to manage the inherent risks of developing and acquiring systems is through independent verification and validation (IV&V)-a process conducted by a party independent of the development effort that provides an objective assessment of a project's processes, products, and risks throughout its life cycle and helps ensure that program performance, schedule, and budget targets are met.GAO was asked to determine (1) how DHS's IV&V policies and procedures for IT acquisitions compare with leading practices and (2) the extent to which DHS has implemented IV&V on its large IT system acquisitions. To do so, GAO assessed DHS's policy against industry standards and leading practice guides, as well as analyzed how eight selected IT programs had implemented IV&V."
