Since World War II, Germany has been viewed as the primary culprit. The arrival of the Dutch in the early seventeenth century upset the balance and led to the decline of Portuguese Melaka. It argues that the Turkish elite perceived Soviet demands as an existential threat to Turkey, the first step in the establishment of a pro-Soviet government in Ankara.
