Before obtaining money from capitalists, it was necessary to afford them satisfaction, by sup pressing the forced progressive loan, which, like the hostage law, had incurred universal reprobation. The forced loan, as well as the hostage law, was far from having produced all the evil attributed to it. But these two measures, scanty in utility, bore the mischief, under a moral sense, that they re called the most odious recollections of the rei of terror.
