Book excerpt: An examination of the Farm Security Administration's migrant camp system and the people it served Today's concern for the quality of the produce on our plates has done little to guarantee U.S. farmworkers the necessary protections of sanitary housing, medical attention, and fair labor standards. The political discourse on farmworkers' rights is dominated by the view that migrant workers are not entitled to better protections because they are "noncitizens," as either immigrants or transients. Between 1935 and 1946, however, the Farm Security Administration (FSA) intervened dramatically on behalf of migrant families to expand the principles of American democracy, advance migrants' civil rights, and make farmworkers visible beyond their economic role as temporary laborers. In more than one hundred labor camps across the country, migrant families successfully worked with FSA officials to challenge their exclusion from the basic rights afforded by the New Deal. In Migrant Citizenship, Verónica Martínez-Matsuda examines the history of the FSA's Migratory Labor Camp Program and its role in the lives of diverse farmworker families across the United States, describing how the camps provided migrants sanitary housing, full on-site medical service, a nursery school program, primary education, home-demonstration instruction, food for a healthy diet, recreational programing, and lessons in participatory democracy through self-governing councils. In these ways, she argues, the camps functioned as more than just labor centers aimed at improving agribusiness efficiency. Instead, they represented a profound "experiment in democracy" seeking to secure migrant farmworkers' full political and social participation in the United States. In recounting this chapter in the FSA's history, Migrant Citizenship provides insights into public policy concerning migrant workers, federal intervention in poor people's lives, and workers' cross-racial movements for social justice and offers a precedent for those seeking to combat the precarity in farm labor relations today.

Book excerpt: The US was in the midst of the Depression when Dorothea Lange (1895-1965) began documenting its impact through depictions of unemployed men on the streets of San Francisco. Her success won the attention of Roosevelt's Resettlement Administration (later the Farm Security Administration), and in 1935 she started photographing the rural poor under its auspices. One day in Nipomo, California, Lange recalled, she "saw and approached [a] hungry and desperate mother, as if drawn by a magnet." The woman's name was Florence Owens Thompson, and the result of their encounter was seven exposures, including Migrant Mother. Curator Sarah Meister's essay provides a fresh context for this iconic work.

Available in PDF, EPUB and Kindle. Book excerpt: The Farm Labor Problem: A Global Perspective explores the unique character of agricultural labor markets and the implications for food production, farm worker welfare and advocacy, and immigration policy. Agricultural labor markets differ from other labor markets in fundamental ways related to seasonality and uncertainty, and they evolve differently than other labor markets as economies develop. We weave economic analysis with the history of agricultural labor markets using data and real-world events. The farm labor history of California and the United States is particularly rich, so it plays a central role in the book, but the book has a global perspective ensuring its relevance to Europe and high-income Asian countries. The chapters in this book provide readers with the basics for understanding how farm labor markets work (labor in agricultural household models, farm labor supply and demand, spatial market equilibria); farm labor and immigration policy; farm labor organizing; farm employment and rural poverty; unionization and the United Farm Workers movement; the Fair Food Program as a new approach to collective bargaining; the declining immigrant farm labor supply; and what economic development in relatively low-income countries portends for the future of agriculture in the United States and other high-income countries. The book concludes with a chapter called "Robots in the Fields," which extrapolates current trends to a perhaps not-so-distant future. The Farm Labor Problem serves as both a guide to policy makers, farmworker advocates and international development organizations and as a textbook for students of agricultural economics and economics. - Describes the unique character of agricultural labor markets providing consequential insights - Contextualizes the economics of agricultural labor with a global perspective - Examines the history of farm labor, immigration, policy and collective bargaining with a view to the future

Available in PDF, EPUB and Kindle. Book excerpt: In 1933 Congress granted American laborers the right of collective bargaining, but farmworkers got no New Deal. Cindy Hahamovitch's pathbreaking account of migrant farmworkers along the Atlantic Coast shows how growers enlisted the aid of the state in an unprecedented effort to keep their fields well stocked with labor. This is the story of the farmworkers--Italian immigrants from northeastern tenements, African American laborers from the South, and imported workers from the Caribbean--who came to work in the fields of New Jersey, Georgia, and Florida in the decades after 1870. These farmworkers were not powerless, the author argues, for growers became increasingly open to negotiation as their crops ripened in the fields. But farmers fought back with padrone or labor contracting schemes and 'work-or-fight' forced-labor campaigns. Hahamovitch describes how growers' efforts became more effective as federal officials assumed the role of padroni, supplying farmers with foreign workers on demand. Today's migrants are as desperate as ever, the author concludes, not because poverty is an inevitable feature of modern agricultural work, but because the federal government has intervened on behalf of growers, preventing farmworkers from enjoying the fruits of their labor.
