Book excerpt: Excerpt from History of Education in Vermont For years no statistics were gathered showing the number of school Children, their average attendance, and the aggregate expense of sus taining the schools, no institutes nor general meetings were held, and no reports made by direction Of law. The only faithful and determined friends of the common schools were said to be mainly clergymen of different denominations. In 1856 a law was passed providing for a board of education, chosen annually by the legislature and consisting of five members, with powers substantially the same as those granted in 1827 to the board of commissioners, except that the latter board was authorized to appoint a secretary. This law left the act Of November 15, 1847, materially unchanged. The duties discharged by the secretary from that-time until 187 4 were the same as have since been performed by the State superintendent of schools. The first to be chosen to the office of secretary was the Hon. J. S. Adams, who in 1856 entered upon the performance Of the duties which in the years to follow he proved himself so well fitted to discharge. Alumni, held in June, 1883, it was voted that class reports, giving, as far as possible, the number of terms of school taught, and the present occupation and address of each graduate since the establishment of the school, should be prepared, and read at the next annual meeting. To that end class secretaries were appointed, and intrusted with the work of looking up the records of their classmates. With two or three exceptions, these reports were prepared. Many, especially among the earlier classes, were quite in complete. At the meeting of June, 1884, it was voted that a report of Alumni and Instructors be made, supplemented by such other matter as would be of interest to all in any way connected with the school. It has been my task, with the aid of the reports before mentioned, to prepare this record. For the sketches of the life-work of the principals, you are indebted to a prominent graduate and former instructor, who has stamped her work so plainly with her own individuality as to render it unnecessary to give her name. It is a matter of regret to me that the intervention of other duties, and the difficulty of obtaining reports from many a dilatory one, has so delayed the work as to make our little his tory the record of a year ago, rather than the record of to-day. Where it has been possible for me to do so, I have given the latest informa tion of each graduate, but have no doubt many changes of name, resi dence and occupation have never reached my knowledge. It is still more to be regretted that, though every effort has been made and am ple time allowed, several are still missing from our list, and can only receive the fatal No information. Trusting that this little book, unworthy though it must be, may still not be without its value to you, I submit it without further com ment. The period of readjustment in accord with the established academic procedure in respect to admissions and graduations was and is coincident with a period of industrial and commercial expansion, the course of which has not always been under economic control. Sensing the economic gain to ensue through the correlation of training for and actual conduct of business, business educators and business men have endeavored in larger numbers and throughout a larger territory than ever before to obtain a program of coordinated educational opportunity and business need Avhich would give to business a natural movement of supply frpm the schools of bojs and girls, Tmeirand women, efficiently trained for the entafging delfmTfe and specific tasks of business. The motive of this approach has been cordial but not always timely, and has sometimes been ill-advised. Always the latter when the fundamental purpose of the public schools in a democracy Iras not been kept clearly a guiding principle in the establishment of special training courses. The division of labor in the field of distribution has not always been apparent as in that of production. The unit cost in marketing involves factors yet intangible. It is therefore difficult, involving uncertainty and change, to functionalize business training courses the major, nay the sole, purpose of which is to train for specific tasks of business. Experimentation, therefore, in this special field of educational endeavor is more evident in vocational business training than in the broader and more general aspects of liberal commercial education. And this is rightly so. We live in an economic era. Inter and intra national affairs are largely determined by economic advantages, and these are in a large degree conditioned by the magnitude of scale and measure of efficiency in management of industry and commerce. The need of constantly improved methods for increased production and salvage, in transportation, marketing, and financing, no matter in what field of development, has never been more apparent. Nor has there ever been a greater need for trained labor, whether of head or hand. The consciousness of this need has given to business education a position of commanding interest in business as well as in education. Commercial organizations. National, State, and local, place increasing emphasis on training and education for business and commerce. Programs in training for s)ecial types of business service similar in purpose and procedure to that of the American Institute of Banking have been developed and extended by other organized business service groups, for example, the National Association of Credit Men has planned a course of study to be offered by cooperative arrangement in the larger urban universities.
