In Forgotten Dead, William D. Carrigan and Clive Webb uncover a comparatively neglected chapter in the story of American racial violence, the lynching of persons of Mexican origin or descent. Over eight decades lynch mobs murdered hundreds of Mexicans, mostly in the American Southwest. Racial prejudice, a lack of respect for local courts, and economic competition all fueled the actions of the mob. Sometimes ordinary citizens committed these acts because of the alleged failure of the criminal justice system; other times the culprits were law enforcement officers themselves. Violence also occurred against the backdrop of continuing tensions along the border between the United States and Mexico aggravated by criminal raids, military escalation, and political revolution. Based on Spanish and English archival documents from both sides of the border, Forgotten Dead explores through detailed case studies the characteristics and causes of mob violence against Mexicans across time and place. It also relates the numerous acts of resistance by Mexicans, including armed self-defense, crusading journalism, and lobbying by diplomats who pressured the United States to honor its rhetorical commitment to democracy. Finally, it contains the first-ever inventory of Mexican victims of mob violence in the United States. Carrigan and Webb assess how Mexican lynching victims came in the minds of many Americans to be the "forgotten dead" and provide a timely account of Latinos' historical struggle for recognition of civil and human rights.

James B. McSwain’s Petroleum and Public Safety reveals how officials in these cities created standards based on technical, scientific, and engineering knowledge to devise politically workable ordinances related to the storage and handling of fuel. Each of the cities studied in this volume struggled through protracted debates regarding the regulation of crude petroleum and fuel oil, sparked by the famous Spindletop strike of 1901 and the regional oil boom in the decades that followed. Municipal governments sought to ensure the safety of their citizens while still reaping lucrative economic benefits from local petroleum industry activities. Drawing on historical antecedents such as fire-protection engineering, the cities of the Gulf South came to adopt voluntary, consensual fire codes issued by insurance associations and standards organizations such as the National Board of Fire Underwriters, the National Fire Protection Association, and the Southern Standard Building Code Conference. The culmination of such efforts was the creation of the International Fire Code, an overarching fire-protection guide that is widely used in the United States, Mexico, the Caribbean, and Central America. In devising ordinances, Gulf South officials pursued the politics of risk management, as they hammered out strategies to eliminate or mitigate the dangers associated with petroleum industries and to reduce the possible consequences of catastrophic oil explosions and fires. Using an array of original sources, including newspapers, municipal records, fire-insurance documents, and risk-management literature, McSwain demonstrates that Gulf South cities played a vital role in twentieth-century modernization.

But this does not represent the full truth about this South Texas county and its Tejano citizens. Duval County Tejanos accentuates the significance and meaning of place, showcasing Tejanos as historical actors, not bit players. This cultural region comprises la familia, las costumbres, la fe católica, y las comidas. And we must not leave out la política. Tejanos were engaged in community life: they organized politically, cultivated land, and promoted agriculture, livestock raising, the local economy, churches, schools, patriotic celebrations, and social activities. Americano newcomers sought to start and develop a trade economy, but Mexicanos wanted to make sure they held on to their land. The Civil War stunted economic and governmental development but did not prevent the population growing in numbers and diversity, including the arrival of Americanos in more significant numbers. Still, old-time pioneers and newcomers joined hands to build a faith community, develop schools, improve transportation, and bring commerce to serve their needs. In 1876 Duval County citizens formally petitioned Nueces County for the opportunity to organize themselves. When the railroad rolled into the county seat, San Diego, in 1879, their world changed forever. During the last quarter of the nineteenth century, the Duval County economy exhibited vitality and adaptability—sheep and cattle raising and cotton farming anchored and sustained the local economy. Moreover, Texas land programs opened opportunities to previously landless Tejano farmers. Duval County Tejanos continued to be alarmed as Americanos were cementing their political influence out of proportion to their numbers. In the 1870s Tejanos pursued organized politics to attain fairness and acquire political power corresponding to their population. In the twentieth century the political atmosphere intensified as Tejanos pushed forward their agenda of assuming their proper role, consistent with their numbers. Ultimately, the Americano actors were replaced by new faces more willing to share in the power structure, both politically and economically, and Tejanos achieved political strength commensurate with their numbers.
