Book excerpt: Two events have recently improved the prospects of protecting fish and their environment in Switzerland: the acceptance of a new Federal Water Protection Law in the plebiscite of May 17th 1992, and the new Federal Legislation on Fisheries, in force since January 1st 1994. With this legal framework, the possibilities for protection of nature and landscape have now considerably improved in Switzerland. The most important aims of the Federal Law on Water Protection are to safeguard the natural habitats of the native flora and fauna and water as the habitat of aquatic organisms. This includes not only the preservation or restoration of water quality in lakes and rivers, but also, in rivers used for hydroelectricity, irrigation or as industrial or other water supplies, the maintenance of sufficient water to fulfill the minimal requirements for fish. However, good quality water in sufficient quan tities alone is not enough to guarantee the survival of fish. Intact fish habitats comprise various phYsical structures including plenty of hiding places, hunting grounds, reproduction and nursery areas within suitable distances from each other. This third aspect of conservation and restoration of aquatic habitats is a central point in the new Federal Law on Fisheries. Whereas the former versions of this law were more concerned with fishery regulations, the recent legislation defines new areas of responsibility for the federal and the cantonal governments.

This incident was representative of water management in the West, where dams and other projects have been built to serve human needs without consideration for the effects of water diversion or depletion on the ecosystem. Indeed, it took a Supreme Court decision in 1976 to save Devils Hole pupfish from habitat destruction at the hands of developers. Nearly a third of the native fish fauna of North America lives in the arid West; this book traces their decline toward extinction as a result of human interference and the threat to their genetic diversity posed by decreases in their populations. What can be done to slow or end this tragedy? From being a largely descriptive subject, with a few under tones concerned with such things as fisheries, pollution or control of blackflies, it has evolved into a discipline with hypotheses, such as the River Continuum Concept (Vannote et a/. 1980), and even a book suggesting that it offers opportunity for the testing of ecological theory (Barnes & Minshall 1983). However, perusal of the literature reveals that, although some of the very early studies were concerned with large rivers (references in Hynes 1970), the great mass of the work that has been done on running water has been on streams and small rivers, and information on larger rivers is either on such limited topics as fisheries or plankton, scattered among the journals, or not available to the general limnologist. The only exceptions are a few books in this series of publications, such as those on the Nile (Rz6ska 1976), the Volga (Morduckai Boltovskoi 1979) and the Amazon {Sioli 1984), and the recent compendium by Whitton (1984) on European rivers, among which there are a few that rate as large.
