The guidelines are intended to be used as the protocol for defining when rehabilitation of historic bridges can be considered prudent and feasible and when it is not based on engineering and environmental data and judgments. The guidelines include identification of various approaches to bringing historic bridges into conformance with current design and safety guidelines/standards, and the effect or implications of remedial action on historical significance. There are currently no such nationally applicable decision-making guidelines, but there are a variety of state and local processes and policies for managing historic bridges. Effective practices for the various processes inform the nationally applicable guidelines. The guidelines are in narrative and matrix format.

Book excerpt: In an inevitably occurring process, bridges possessing historic, artistic, and engineering significance deteriorate and must be maintained and rehabilitated in order to be kept in service. Ideally, all potentially significant bridges would be properly preserved and continue to beautify and bring character to their surroundings for years to come. However, funding is currently limited for transportation projects in general, and even more so for historic bridge preservation, which some may consider less critical in comparison to other transportation needs. Because of this limitation on resources, it is important that bridge-owning agencies use proper planning and management strategies in order to make the best use of available funding. This thesis presents a framework designed to assist agencies in this process. The framework is devised specifically for TxDOT for use in Tarrant County, Texas, but can be used as a model for agencies anywhere with some modifications to fit the inventory under evaluation. Included in the framework are a methodology for prioritization of bridges within an inventory, guidance on financial and legal procedures, identification of potential funding sources, summary and review of condition assessment practices and bridge mitigation strategies, a template for individual bridge preservation plans, and a framework for resource allocation within a bridge inventory. It can be concluded from this research that early detection of defects, preventive maintenance, condition assessment beyond routine inspection, adjustment of evaluation methodology, and use of engineering judgment when using numerical evaluation methods are critical components of proper management of historic bridges. Book excerpt: A Management Plan for Historic Bridges in Virginia, published in 2001, identified the management and treatment needs for 55 historic bridges in Virginia (i.e., bridges that were individually eligible for or listed on the National Register of Historic Places) that were under some measure of state purview. The plan was undertaken to serve as a management tool for these historic bridges. The plan was acknowledged by the historic bridge preservation and bridge engineering communities as one of the most effective such plans in the United States. Included in the plan was a recommendation that it be reviewed and updated at least every 10 to 15 years. Updates to the plan at 5-year intervals now are required by a 2016 interagency programmatic agreement, which covers the management of cultural resources, including bridges, in Virginia. This agreement is the "Programmatic Agreement Among the Federal Highway Administration, the U.S. Army Corps of Engineers Norfolk District, the Tennessee Valley Authority, the Advisory Council on Historic Preservation, the Virginia State Historic Preservation Officer, and the Virginia Department of Transportation Regarding Transportation Undertakings Subject to Section 106 of the National Historic Preservation Act of 1966." Stipulation III of this agreement specifically treats the management of bridges. The current report constitutes the first update of the 2001 plan. It entailed the collection of information on the current status of the bridges in the 2001 plan, including any major changes with regard to each bridge since the publication of the 2001 plan. Such changes include changes in National Register status; ownership status; major maintenance; rehabilitation work; damage; deterioration; and in a few cases, dismantling or demolition of the structure. This update also identifies current management issues and includes expanded and updated maintenance and management recommendations for these historic structures. Both the 2001 plan and the current update were produced by the Virginia Transportation Research Council (VTRC), in concert with VDOT's central office and district structure and bridge engineers and the Virginia Historic Structures Task Group (HSTG) (the interagency group that advises VDOT and other applicable state and federal agencies on questions of historic significance and management of transportation-related structures under VDOT's purview). The study recommends the following: (1) VTRC and the HSTG should review and update the management plan every 5 years; (2) VDOT's Structure and Bridge Division should eliminate the option for inspectors to recommend bridge replacement for historic bridges in inspection reports; (3) VTRC and VDOT's Structure and Bridge Division should collaborate on an investigation of funding needs for historic bridge management and maintenance; (4) VTRC, VDOT's Structure and Bridge Division, the appropriate district structure and bridge offices, and VDOT's Environmental Division should collaborate to identify historic bridges that are candidates for adaptive use, including bicycle and pedestrian use; and (5) VTRC, VDOT's Structure and Bridge Division, the appropriate district structure and bridge offices, and VDOT's Environmental Division should collaborate to identify potential avenues to establish best practices for repair of historic masonry structures or masonry components of the bridges in the management plan

While the builder's original form is preserved, the structure continues to serve as a real bridge and not a historical relic. The technology being investigated uses glass-fibre reinforced polymer (GFRP) products to increase the strength of the members with minimal increases in x-section. The study also looks at ways to mask the use of the GFRP components. This study is just the beginning of research on this topic. The concept will be refined and amplified in future projects. The book is intended primarily for engineers, contractors, researchers, consultants, bridge owners, and historic bridge preservationists to help them keep these historic structures in full service.

All too often, these structures do not meet today's traffic demands or safety standards. Their general deterioration requires disassembly and relocation, rehabilitation and re-erection, or storage. The technology and materials used to build them are no longer in use, and many of the people with practical experience are no longer working. Little information is readily available on safely and effectively identifying and performing necessary operations. VDOT's Knowledge Management Division and the Virginia Transportation Research Council interviewed active and retired engineers, consultants, field personnel, environmental specialists, and architectural historians to collect best practices related to pin-connected and riveted truss bridges. The report is organized using the process followed for the recent rehabilitation of a historic truss in Goshen, Virginia, and discusses the issues faced by those moving and rehabilitating historic metal truss bridges.
