As a result, the neo-scholastic framework dominated Catholic intellectual production for nearly a century thereafter. This volume assesses the societal impact of the Thomist revival movement, with particular attention to the juridical dimension of this epistemic community. Contributions from different disciplinary backgrounds offer a multifaceted and in-depth analysis of many different networks and protagonists of the neo-scholastic movement, its institutions and periodicals, and its conceptual frameworks. Book excerpt: Belgium has a unique place in the history of migration in that it was the first among industrialized nations in Continental Europe to develop into an immigrant society. In the nineteenth century Italians, Jews, Poles, Czechs, and North Africans settled in Belgium to work in industry and commerce. They were followed by Russians in the 1920s and Germans in the 1930s who were seeking a safe haven from persecution by totalitarian regimes. In the nineteenth century immigrants were to a larger extent integrated into Belgian society: they were denied political rights but participated on equal terms with Belgians in social life. This changed radically in the twentieth century; by 1940 the rights of aliens were severely curtailed, while those of Belgian citizens, in particular in the social domain, were extended. While the state evolved into a "welfare state" for its citizens it became more of a police state for immigrants. The state only tolerated immigrants who were prepared to carry out those jobs that were shunned by the Belgians. Under the pressure of public opinion, an exception was made in the cases of thousands of Jewish refugees that had fled from Nazi Germany. However, other immigrants were subjected to harsh regulations and in fact became the outcasts of twentieth-century Belgian liberal society. This remarkable study examines in depth and over a long time span how (anti-) alien policies were transformed, resulting in an illiberal exclusion of foreigners at the same time as democratization and the welfare state expanded. In this respect Belgium is certainly not unique but offers an interesting case study of developments that are characteristic for Europe as a whole.

Book excerpt: This edited volume promotes a comparative and transnational approach to the complex and ambiguous relationship between West European socialism and the contemporary state over the longue durée. It encourages a better understanding of socialism while also casting an original light on the history of the contemporary state in Europe. Socialists have been a prime political force since the late nineteenth century through to the present. Through their strength, their presence at the heart of societies, their dynamism, inventiveness, and influence, they have left their mark on the European physiognomy and helped to forge part of its identity. This is particularly true where the welfare state is concerned, and the role played by the state in constructing, embedding, and extending this social model. Surprisingly, there has been no research aiming to systematically analyse the relationship between socialism and the state. This volume fills a gap in knowledge by rejecting the media simplification and political polemic maintained by opponents of socialism – and sometimes by socialists themselves – which systematically links socialism with “statism”. It focuses on numerous case studies involving France, Italy, Spain, Greece, Austria, Germany, Belgium, the United Kingdom and Scandinavia, and highlights the diversity of organisations within European socialism. Ultimately, this book demonstrates that the fate of this political culture depends on the socialist parties themselves but also on any new configurations that states may assume. Conversely, the future of states will also depend partly on the choices made by socialists, if they still exist and still have the means to shape decisions and make their voices heard.

The interplay of societal cleavage structures and electoral rules produced the different political class coalitions sustaining the three welfare regimes of the Western world. In countries with proportional electoral systems the absence or presence of state–church conflicts decided whether class remained the dominant source of coalition building or whether a political logic not exclusively based on socio-economic interests (e.g. religion) was introduced into politics, particularly social policy. The political class-coalitions in countries with majoritarian systems, on the other hand, allowed only for the residual-liberal welfare state to emerge, as in the US or the UK. This book also reconsiders the role of Protestantism. Reformed Protestantism substantially delayed and restricted modern social policy. The Lutheran state churches positively contributed to the introduction of social protection programs.

A liberal strategy intended to provide a protective legal status for individual citizens, whereas a social strategy aimed to strengthen the social fabric to counterbalance the power of the State. Gradually both strategies became interwoven. The Struggle with Leviathan pays special attention to the social strategy, developed by conservative and ecclesiastical circles against the omnipotence of the State, and is structured around the fascinating biography of the Austrian diplomat Gustav von Blome, a grandson of Metternich and an important opponent of Bismarck. He proved to be a transitional figure between aristocratic conservatism and Christian democracy, which had a great influence on European integration after 1945. Besides Blome, several other dramatis personae – statesmen, prelates, political and social activists – are featured. As a result the book reads like a compelling narrative. At the same time, it offers a broadly sketched historical fresco of international politics and the gradual formation of the modern State. The original Dutch edition of this book, Het gevecht met Leviathan, has been highly praised in the Dutch and Flemish press, and was awarded the biennial international Arenberg Prize for European History and Culture.
