Book excerpt: La création d'une haute autorité de la communication audiovisuelle (HACA), première instance de régulation de l'audiovisuel français, dont la vocation principale est de faire écran entre le pouvoir et les médias, est une innovation fondamentale. Fruit de réflexions antérieures, l'existence de cette institution et les pouvoirs qui lui sont conférés constituent une rupture avec les systèmes précédents en inaugurant un système en partie nouveau plaçant l'audiovisuel hors de l'empire direct des gouvernants. Une place importante a été faite à la génèse du concept de régulation indépendante afin de replacer la création de la haute autorité dans une plus longue durée. L'étude s'est ensuite portée sur le fonctionnement de l'institution. L'interprétation qu'elle fait de ses pouvoirs, la façon dont elle installe son autorité, les obstacles qu'elle rencontre, la réalité de ses pouvoirs. La première période (septembre 1982-novembre 1984) est celle des espérances, de la mobilisation collègiale pour affirmer ses nouveaux pouvoirs. La seconde période (novembre 1984-septembre 1986) est celle des difficultés et des incertitudes. L'institution, malgré une certaine maturité de son activité, est victime de "coups" qui mettent en cause sa capacité régulatoire et montrent les limites d'une régulation indépendante persistance des enjeux politiques. L'ambition de ce travail était aussi d'éclairer, par une étude approfondie du lieu focal qu'a été la haute autorité, les permanences ou les ruptures des relations que le pouvoir politique entretient avec les médias audiovisuels. L'histoire de la haute autorité montre finalement comment se structurent les représentations des hommes politiques en matière de médias audiovisuels et témoigne de la complexité des relations entre les moyens de communication de masse et le monde politique.
