Book excerpt: An essential study of parliamentary politics in postwar Iraq and Syria, before the consolidation of authoritarian rule under the Ba’th Party When Parliaments Ruled the Middle East explores three main interrelated issues to clarify what happened between 1946 and 1963 in Iraq and Syria: how and why a parliamentary system prevailed in both countries in the aftermath of the Second World War; what social effects this system triggered, and, in turn, how these changes affected the system; and finally, why the elites in both countries were unable to overcome the unrest that brought an end to both a liberal era and to a certain kind of political game. Drawing on a vast array of sources and rich archival research in French, English, and Arabic, Matthieu Rey highlights the processes of the parliamentary system in the modern era, which are very common to post-independence countries and to any representative regime. He tackles the intersection of multifaceted political phenomena that were present in that moment in Iraq and Syria, including regular elections, the implementation of emergency law, the freedom of the press, the open expression of opinions, the formation of new political parties, frequent military coups, and the joint exercise of power by members of the old classes and reformist newcomers. Treating this period as neither an epilogue of the liberal order nor a prelude to authoritarianism, and stressing the contingent, improvisatory aspects of political history, Rey fundamentally questions the transitional nature of the period and in doing so proposes new ways and tools of examining it.

The resting place of Imam 'Ali ibn Abi Talib - considered by Shi'i Islam the rightful successor to the Prophet Muhammed - Najaf is endowed with a unique spiritual significance for millions of Muslims. This book traces the city's history to the present day by surveying its urban form and major religious monuments, providing insight into Shi'i rituals, pilgrimages and funerals in the cemetery of Wadi al-Salam, and offering vivid portraits of its people.

Available in PDF, EPUB and Kindle. Book excerpt: Trajectories of Education in the Arab World gives a broad yet detailed historical and geographical overview of education in Arab countries. Drawing on pre-modern and modern educational concepts, systems, and practices in the Arab world, this book examines the impact of Western cultural influence, the opportunities for reform and the sustainability of current initiatives. The contributors bring together analyses and case studies of educational standards and structures in the Arab world, from the classical Islamic period to contemporary local and international efforts to re-define the changing needs and purposes of Arab education in the contexts of modernization, multiculturalism, and globalization. Taking a thematic and chronological approach, the first section contrasts the traditional notions, approaches, and standards of education with the changes that were initiated or imposed by European influences in the nineteenth century. The chapters then focus on the role of modern state-based educational systems in constructing and preserving national identities, cultures, and citizenries and concentrates on the role of education in state-formation and the reproduction of socio-political hierarchies. The success of educational reforms and policy-making is then assessed, offering perspectives on future trends and prospects for generating institutional and organizational change. This book will be of interest to graduate and postgraduate students and scholars of education, history, Arab and Islamic history and the Middle East and North Africa.

Available in PDF, EPUB and Kindle. Book excerpt: The chapters in this volume do not represent the whole of the Middle East and North Africa, as such a collection would have been too large for one volume. Rather, the selection here is intended to present different perspectives on a range of educational issues, relevant to a particular focus or country, or common to a number of countries in the area. There is no overarching theme beyond that which is common to most of the countries in this area; such as modernity versus tradition; the spread of education effecting sociological changes - most pronounced in the rural and tribal areas; the changing fortunes and roles of women; the aspiration and expectation of youth; and the state having become the major player in providing education. These are all shared by most of the countries represented here.

Available in PDF, EPUB and Kindle. Book excerpt: This book brings together academics and postgraduate students, practitioners and Ministry officials all of whom are wedded to developing an understanding of what is happening to education in the broader Middle East. They cover many countries whilst recognising that many more could have been included. In drawing attention to education in Pakistan, Palestine, Oman, Turkey and Qatar they indicate the wide range of education 'policy borrowing' and, most importantly, the effects of this exchange. The contributors know that the countries of the broader Middle East are not alone in having purchased glitzy, glossy and tantalisingly wonderful educational reforms, only to find how quickly they became outdated. In other words, they became a 'baroque arsenal' of educational goods, services and models of practice which, having been discussed, designed and generated many years before in countries elsewhere, have then been sold and delivered to the unsuspecting countries of the broader Middle East. It is argued that many of the countries of the region did not suspect that their purchases were, more frequently than not, the 'off-loading' of failed educational experiments in countries of 'the centre'. This book discusses what this means not only for educational reform projects but also for the impact upon regional political stability. The two final chapters discuss the underlying key concerns of gender and of cross-border education.
