Book excerpt: The Federal Highway Administration (FHWA) conducted an assessment of broad issues and trends that will shape the future of highway transportation in the United States. This report draws on the findings of 19 working papers prepared during 1987 and 1988, and presents options for meeting the most critical of the Nation's future needs. The report contains an Executive Summary, giving an overview of the report, and seven chapters. Chapter I examines the importance of highway transportation in meeting the Nation's economic and societal needs, discusses national objectives for the highway program and the Federal role in achieving those objectives, and describes past and present governmental roles and responsibilities in the construction and administration of highways. Chapters II and III examine demographic, economic, energy, and technological trends that will affect the future demand for highway transportation. Chapter IV analyzes factors influencing future passenger and freight travel demand, and Chapter V relates the travel demand factors described in earlier chapters to future capital investment requirements for highways. Chapter VI describes program alternatives for meeting future highway requirements and looks at regulatory and other nonconstruction requirements that relate to the operation of highways and the administration of the Federal-aid highway program. Chapter VII examines trends in highway finance and discusses future highway revenue requirements.

Available in PDF, EPUB and Kindle. Book excerpt: The freedom to go anywhere and become anyone has profoundly shaped our national psyche. Transforming our sense of place and identity--whether in terms of social and economic status, or race and ethnicity, or gender and sexuality—American mobility is perhaps nowhere more vividly captured than in the image of the open road. From pioneer trails to the latest car commercial, the road looms large as a form of expansiveness and opportunity. Too often it is the celebratory idea of the road as a free-floating zone moving the traveler beyond the typical concerns of space and time that dominates the discussion. Rather than thinking of mobility as an escape from cultural tensions, however, Ann Brigham proposes that we understand mobility as a mode of engagement with them. She explores the genre of road narratives to show how mobility both thrives on and attempts to manage shifting conflicts about space and society in the United States. From the earliest transcontinental automobile narratives from the 1910s, through classics like Jack Kerouac's On the Road and the film Thelma & Louise, up to post-9/11 narratives, Brigham traces the ways in which mobility has been imagined, created, and interrogated over the past century and shows how mobility promises, and threatens, to incorporate the outsider and to blur boundaries. Bringing together textual and cultural analysis, theories of spatiality, and sociohistorical frameworks, this book offers an invigoratingly different view of mobility and a new understanding of the road narrative’s importance in American culture. The material has been updated to reflect the latest changes to major transportation resources such as the HCM, MUTCD, HSM, and more, including the most current ADA accessibility regulations. Book excerpt: Reading Jack Kerouac's classic On the Road through Virginia Woolf's canonical A Room of One's Own, the author of this book examines a genre in North American literature which, despite its popularity, has received little attention in literary and cultural criticism: women's road narratives. The study shows how women's literature has inscribed itself into the American discourse of the Whitmanesque "open road", or, more generally, the "freedom of the road". Women writers have participated in this powerful American myth, yet at the same time also have rejected that myth as fundamentally based on gendered and racial/ethnic hierarchies and power structures, and modified it in the process of writing back to it. The book analyzes stories about female runaways, outlaws, questers, adventurers, kidnappees, biker chicks, travelling saleswomen, and picaras and makes theoretical observations on the debates regarding discourses of spatiality and mobility--debates which have defined the so-called spatial turn in the humanities. The analytical concept of transdifference is introduced to theorize the dissonant plurality of social and cultural affiliations as well as the narrative tensions produced by such pluralities in order to better understand the textual worlds of women's multiple belongings as they are present in these writings. Roads of Her Own is thus not only situated in the broader context of a constructivist cultural studies, but also, by discussing narrative mobility under the sign of gender, combines insights from social theory and philosophy, feminist cultural geography, and literary studies. Key names and concepts: Doreen Massey - Rosi Braidotti - Literary Studies - Spatial Turn - Gendered Space and Mobility - Nomadism - Road writing - Transdifference - American Culture - Popular Culture - Women's Literature after the Second Wave - Quest - Picara.
