Book excerpt: Otto Hüther and Georg Krücken analyze the developments of the last 20 years in their new book on German higher education. The foreign observer of German higher education, even the informed foreign observer, struggles to find denominators, not to mention common denominators of a bewildering array of approaches. Otto Hüther and Georg Krücken, in this book, do an absolutely splendid job of offering theoretical perspectives, qualitative and quantitative data, and comparative assessments This book discusses the main higher education structures in Germany, both conceptually and with a particular emphasis on recent developments like, e.g., the growth and differentiation of the system, governance reforms, and the Excellence Initiative. It analyses recent developments from an international perspective, as the German system is clearly embedded in broader, transnational trends. As such, the book provides a comprehensive and detailed account of both new dynamics and stable paths in the German higher education system. This book will be of interest to scholars and students dealing with higher education or Germany as an object of study (e.g. in education research, science studies, organization studies, sociology, psychology, political science), and to higher education managers, leaders, and policymakers who are interested in recent trends in German higher education

Updated throughout to reflect current higher education governance research and with expanded discussion of key theories and new relevant concepts, this book brings together vast and disparate writings, including frameworks drawn from a wide range of disciplines and newly bolstered case studies. Coverage includes the structures of governance, cultures and practices, the collegial tradition, as well as newfound critique of outdated organizational theory, leadership concepts, quality assurance and accountability, and system governance. Furthermore, this work synthesizes the significant theoretical, conceptual, and empirical scholarship to advance research and practice of governance. As universities across the globe face a myriad of challenges and multiple stakeholder demands, Governance of Higher Education offers scholars, practitioners, and higher education graduate students an essential resource for advancing research and the practice of governance.

Book excerpt: 'First, this is a major work of scholarship, the product of immense knowledge and gestation over many years of study, which looks at higher education in a new way; second, at a time when confidence has been seriously undermined by the effects of the economic downturn this is a study which implicitly asserts the fundamental role of higher education in the broad spectrum of modern societies....his grasp of detail and his understanding of the historical context is secure and his bibliography is a treasure trove of little known material. Moreover he writes in an attractive and informal style....This will be an influential book and will set new trends of thinking in higher education.'-----M. L. Shattock, The Times Higher Education Supplement ( London ).

Book excerpt: Originally published in 1999, Higher Education in the Post-Communist World focuses on specific public universities during their, and their nations’ early transition years (1989-1995) from communism to democracy and the changes from centrally planned, to free-market economies. The book offers a detailed view of universities in transition rather than case studies of entire systems of higher education, providing an opportunity for readers to understand the national politico-economic transition on higher education– individual faculty, students, and administrator; departments; and university – in a more immediate way than a system-wide approach would. The book presents information on specific universities and how the demise of the Soviet Union affected the governance, finance, faculty, students, and curriculum in several post-communist countries.

Book excerpt: The book provides an overview and descriptive analysis of how selected countries - Germany, the Netherlands, Spain, Norway, UK and Turkey- have responded to the massive inflow of refugees, as well as the policy practices they have developed concerning refugee students’ integration into higher education. Seeking to encourage sustainable policy responses and national frameworks, this report highlights these selected countries’ procedures to ensure access to higher education and also approaches to recognize foreign qualifications. It also examines particular challenges in the case of each country. The report limits its scope exclusively to refugee students, excluding practices developed for refugee academics/university staff. The book offers a contribution to the existing literature on educational policy for refugees and encourages higher education institutions to remember their central role as a driving force for social development and integration.

Available in PDF, EPUB and Kindle. Book excerpt: Higher education is of growing public and political importance for society and the economy. Globalisation is transforming it from a local and national concern into one of international significance. In order to fulfil societal, governmental and business sector needs, many universities are aiming to (re-)position themselves. The book initially considers their “compass”. They aspire to transformational planning, mission and strategy in which social justice is important, people are not treated as mere means to an end, and traditional moral positions are respected. This transformational urge is sometimes vitiated by blunt demands of new public management that overlook universities’ potential for serving the public good. The volume then addresses universities’ success in meeting their targets. Often the challenge in evaluation is the need to reconcile tensions, for example between structure and pastoral care of students; institutional competition and collaboration; roles of academics and administrators; performance-based funding versus increased differentiation. Measurement is supposed to provide discipline, align institutional and state policy, and provide a vital impetus for change. Yet many of these measurement instruments are not fully fit for purpose. They do not take sufficient account of institutional missions, either of “old” or of specialist universities; and sophisticated measurement of the student experience requires massive resources. Change and positioning have become increasingly key elements of a complex but heterogeneous sector requiring new services and upgraded instruments.

This annotated bibliography is a comprehensive record of English-language materials which focus on Education in the Federal Republic of Germany (FRG) and the German Democratic Republic (GDR). It provides an excellent resource to scholars, beginning with a long introductory chapter about the role of education, formal and non-formal, in the two Germanies. The socio-historical context is presented but also the authors offer discussion of educational research trends. The bibliography is structured in useful thematic chapters and within the categories then split into those relating to East and West Germany.
