Available in PDF, EPUB and Kindle. Book excerpt: This publication compiles and analyses the latest data on the international nature of studies, research and teaching in Germany and other major countries. The German Academic Exchange Service (DAAD) and the German Centre for Research on Higher Education and Science Studies (DZHW) have issued this standard reference work on international mobility in the higher education sector since 2001. The spotlights in this edition report on the retention of international students in their respective host countries, preparatory courses for university admission at Studienkollegs in Germany and the study-related international mobility of domestic students at German universities. The authors of the publication analyse and interpret developments relating to international students and researchers in Germany, the mobility patterns of students and researchers from Germany and international academic mobility worldwide. Wissenschaft weltoffen integrates the international data published by the OECD and UNESCO with the national data from the Federal Statistical Office. For over 20 years, in combination with other indicators and time series, the publication has provided a valid basis for analysing and monitoring the internationalisation of the higher education sector.

Even so, it is fair to say they have experienced a most radical transformation in the past twenty years. During this period, the role and responsibility of the state generally have been broadly limited while allowing ‘market forces’--private ownership and control--more influence. But even where the state is still the main provider or funder, it relies increasingly on ‘market mechanisms’, for example contractual relations between state and institutions, competition among providers for resources, and external assessment of ‘outputs’ which means the results or impact of what universities do, in particular teaching and research. The new terminology speaks of price and competition, inputs and outputs, resources, cost and benefits, demand and supply, provider and customer, consumers and investors, quality control and accountability. Education, and post-secondary education especially are increasingly seen as matters for markets. Formal post-secondary education becomes a service, commercialized and traded across national borders. This volume on changing relationship between state and market, contains, besides an introductory analytic overview of the issues, accounts from different countries, regions, and thematic perspectives. Chapter authors describe and analyze government reforms and other developments that have directly or indirectly affected this relationship. Although the geographical focus is on North America, especially Mexico, South East Asia and Europe, the phenomenon is not limited to these regions and countries but worldwide.

Available in PDF, EPUB and Kindle. Book excerpt: This book explores the objects, means and ends of international cultural heritage protection. It starts from a broad conception of cultural heritage that encompasses both tangible property, such as museum objects or buildings, and intangible heritage, such as languages and traditions. Cultural heritage thus defined is protected by various legal regimes, including the law of armed conflicts, UNESCO Conventions and international criminal law. With a view to strengthening international protection, the authors analyze existing regimes and elaborate innovative concepts, such as blue helmets of culture and safe havens for endangered cultural heritage. Finally, the ends of international protection come to the fore, and the authors address possible conflicts between protecting cultural diversity and wishes to strengthen cultural identity.

Book excerpt: The scope of contemporary higher education is wide, and concerns about the performance of higher education systems are widespread. The number of young people with a higher education qualification is expected to surpass 300 million in OECD and G20 countries by 2030. Higher education systems are faced with challenges that include expanding access, containing costs, and ensuring the quality and relevance of provision. The project on benchmarking higher education system performance provides a comprehensive and empirically rich review of the higher education landscape across OECD countries, taking stock of how well they are performing in meeting their education, research and engagement responsibilities.
