Book excerpt: This book examines the promise of High Speed Rail (HSR) technologies to win market share from carbon-intensive air transport through the strategic optimization of rail productivity and efficiency. While the positive impacts of HSR at both urban and long-distance levels are well-documented, this resource focuses on what has been a challenging area for HSR deployment historically: the integration of HSR accessibility at the regional level. The author provides tools and methods to better measure the feasibility of integrating regional HSR with existing transport networks, and includes in-depth case studies to demonstrate the contributions of expanded high speed rail access on sustainable development. Shares options for maximizing efficiency and effectiveness of high speed rail transport; Compares strategies for integrating urban, long-distance, and regional high speed rail transport; Explores new dimensions of high speed rail deployment b y linking transit networks with increased regional accessibility.

Available in PDF, EPUB and Kindle. Book excerpt: Access to broadband connectivity is a country s passport to the global information society and knowledge economy the future. However, the adoption and use of broadband technology today remains extremely uneven and threatens to create a new digital divide. At the end of 2009, countries in North America and the European Union accounted for more than 50 percent of the world s 1 billion fixed and mobile broadband subscriptions, but South Asia and Sub-Saharan Africa together accounted for less than 3 percent. The experience with mobile telephony though shows the potential for growth in the information and communication technology sector in developing countries. Almost 75 percent of the world s mobile telephone subscriptions are in low- and middle-income countries, which have also promoted exciting innovations and realized significant economic development benefits. In fact, a growing number of countries are seeking to spur broadband development. To aid governments as they design their own programs, this volume offers examples and ideas from some of the most successful broadband markets: particularly the Republic of Korea, but also Finland, France, Japan, Sweden, the United Kingdom, and the United States. 'Building Broadband' does not suggest a universal solution but rather provides a long list of policies and programs organized within a strategic framework that allows solutions tailored to country circumstances. The essential building blocks identified are useful everywhere because they focus on improving incentives and the climate for private investment. This is a policy that even countries with very limited resources will be able to exploit.

Book excerpt: Broadband is the great infrastructure challenge of the early 21st century. Broadband is a foundation for economic growth, job creation, global competitiveness and a better way of life. The number of Americans who have broadband at home has grown from 8 million in 2000 to nearly 200 million last year. But. 100 million Americans do not have broadband at home. In early 2009, Congress directed the FCC to develop a National Broadband Plan to ensure that every American has ¿access to broadband capability.¿ This plan must also include a strategy for achieving affordability and maximizing use of broadband. The plan presented here ensures that the entire broadband ecosystem ¿ networks, devices, content and applications¿ is healthy. Illus.

This book is highly relevant for researchers, students, regulators, policy makers, gambling industry operators, treatment providers and community groups interested in research findings relevant to online gambling. It was originally published as a special issue of International Gambling Studies.

Available in PDF, EPUB and Kindle. Book excerpt: Research on communication and information technologies is of growing importance to sociology and the interdisciplinary examination of communication and (new) media. This volume includes eight chapters examining recent developments in the field, illustrating the maturation, vibrancy, and diversity of this field of study as well as pointing to rich new avenues for scholarly exploration. Contributions aptly chart three key developments that characterize current research on communication and digital media. First, chapters demonstrate the maturation of work on measurement, demonstrating the importance of refining measurements of online activities and their consequences. For instance, contributions evaluate: social network measures frequently used in online research; alternative measures for online activity; and alternative measures of Twitter activity. Second, the volume showcases continued work on understanding user behaviour, including research on the consequence of reward systems similar to badges and on the limitations of purely technological solutions to social dilemmas in emergency preparedness. Finally, chapters identify emerging questions for the field related to social media, such as research on potential privacy and identity implications of social media, different dispositions toward social media use, and variation in levels of social media usage. This book was originally published as a special issue of Information, Communication & Society.

Book excerpt: As the United States devotes extensive resources to health care, evaluating how successfully the U.S. system delivers high-quality, high-value care in an equitable manner is essential. At the request of Congress, the Agency for Healthcare Research and Quality (AHRQ) annually produces the National Healthcare Quality Report (NHQR) and the National Healthcare Disparities Report (NHDR). The reports have revealed areas in which health care performance has improved over time, but they also have identified major shortcomings. After five years of producing the NHQR and NHDR, AHRQ asked the IOM for guidance on how to improve the next generation of reports. The IOM concludes that the NHQR and NHDR can be improved in ways that would make them more influential in promoting change in the health care system. In addition to being sources of data on past trends, the national healthcare reports can provide more detailed insights into current performance, establish the value of closing gaps in quality and equity, and project the time required to bridge those gaps at the current pace of improvement.

Available in PDF, EPUB and Kindle. Book excerpt: After broadband access, what next? What role do metrics play in understanding “information societies”? And, more important, in shaping their policies? Beyond counting people with broadband access, how can economic and social metrics inform broadband policies, help evaluate their outcomes, and create useful models for achieving national goals? This timely volume not only examines the traditional questions about broadband, like availability and access, but also explores and evaluates new metrics more applicable to the evolving technologies of information access. Beyond Broadband Access brings together a stellar array of media policy scholars from a wide range of disciplines—economics, law, policy studies, computer science, information science, and communications studies. Importantly, it provides a well-rounded, international perspective on theoretical approaches to databased communications policymaking in the Americas, Europe, Asia, and Africa. Showcasing a diversity of approaches, this invaluable collection helps to meet myriad challenges to improving the foundations for communications policy development.
