Each settlement has a competent director who is helping the colonists to grow better crops, to own better stock, to work together in buying and selling, and to build up a sound community life. Settlers are able to borrow money for making improvements on long time at a low rate of interest. They have the advice of the experts of the State Agricultural College in laying out and equipping their farms. In many ways the obstacles which have harassed settlers in the past have been lessened or removed; and the dream of the home seeker has been made a reality. The State entered on this task because private enterprise was not meeting the State's needs. It was not doing the things which public welfare required.
