Book excerpt: Excerpt from Health Progress and Administration in the West Indies This epitomised record of the Progress of Sanitation and Sanitary Administration in the West Indies is the outcome of a Visit which I paid to the West Indies at the request of the Right Hon. The Secretary of State for the Colonies to Barbados in March 1909, in order to investigate an epidemic of Yellow Fever which was present in the colony at the time. Whilst making investigations into the subject of yellow fever in Barbados, I was requested by the Governor of the Windward Islands, and the Governors of Trinidad and British Guiana, to prolong my stay and visit their respective territories, and to report upon the health conditions obtaining in these colonies. I gladly availed myself of the excellent Opportunities held out to me, and I trust that the narration of my experiences as described in the present volume will be of use, not only to the medical and business man, but also to the tourist who wishes either to reside in or to visit these beautiful colonies. I hope also that this work will serve as a small introduction to the history of yellow fever in the West Indies, and that it will encourage students to travel in order to investigate diseases on the spoti. Book excerpt: Originally published in 1988, the essays in this book focus primarily on colonial medicine in the British Empire but comparative material on the experience of France and Germany is also included. The authors show how medicine served as an instrument of empire, as well as constituting an imperializing cultural force in itself, reflecting in different contexts, the objectives of European expansion – whether to conquer, to occupy or to settle. With chapters from a distinguished array of social and medical historians, colonial medicine is examined in its topical, regional and professional diversity. Ranging from tropical to temperate regions, from 18th Century colonial America to 20th Century South Africa, this book is an important contribution to our understanding of the influence of European medicine on imperial history.

Book excerpt: In the United States, some populations suffer from far greater disparities in health than others. Those disparities are caused not only by fundamental differences in health status across segments of the population, but also because of inequities in factors that impact health status, so-called determinants of health. Only part of an individual's health status depends on his or her behavior and choice; community-wide problems like poverty, unemployment, poor education, inadequate housing, poor public transportation, interpersonal violence, and decaying neighborhoods also contribute to health inequities, as well as the historic and ongoing interplay of structures, policies, and norms that shape lives. When these factors are not optimal in a community, it does not mean they are intractable: such inequities can be mitigated by social policies that can shape health in powerful ways. Communities in Action: Pathways to Health Equity seeks to delineate the causes of and the solutions to health inequities in the United States. This report focuses on what communities can do to promote health equity, what actions are needed by the many and varied stakeholders that are part of communities or support them, as well as the root causes and structural barriers that need to be overcome.

Book excerpt: Improving public services, using State resources efficiently, and managing State agencies effectively have been ongoing concerns of Latin American and Caribbean (LAC) governments since the beginning of this century. Government officials are now paying closer attention to the results obtained by their administrations. Citizens are now demanding not only universality but also quality in the services that the State provides (e.g., education, healthcare, and legal services). To meet this growing demand for public sector effectiveness, governments have formulated new laws, created or modified institutions, and implemented innovative management methodologies and instruments.Based on data gathered in 24 countries, this book analyzes the current situation, the progress made, and the challenges still facing the governments of the region in their efforts to achieve more effective public administrations.

Available in PDF, EPUB and Kindle. Book excerpt: This innovative book traces the history of ideas and policymaking concerning population growth and infant and maternal welfare in Caribbean colonies wrestling with the aftermath of slavery. Focusing on Jamaica, Guyana, and Barbados from the nineteenth century through the 1930s, when violent labor protests swept the region, Juanita De Barros takes a comparative approach in analyzing the struggles among former slaves and masters attempting to determine the course of their societies after emancipation. Invested in the success of the "great experiment" of slave emancipation, colonial officials developed new social welfare and health policies. Concerns about the health and size of ex-slave populations were expressed throughout the colonial world during this period. In the Caribbean, an emergent black middle class, rapidly increasing immigration, and new attitudes toward medicine and society were crucial factors. While hemispheric and diasporic trends influenced the new policies, De Barros shows that local physicians, philanthropists, midwives, and the impoverished mothers who were the targets of this official concern helped shape and implement efforts to ensure the health and reproduction of Caribbean populations in the decades before independence.
