Available in PDF, EPUB and Kindle. Book excerpt: The Clinton administration's failed health care reform was not the first attempt to establish government-sponsored medical coverage in the United States. From 1915 to 1920, Progressive reformers led a spirited but ultimately unsuccessful crusade for compulsory health insurance in New York State. Beatrix Hoffman argues that this first health insurance campaign was a crucial moment in the creation of the American welfare state and health care system. Its defeat, she says, gave rise to an uneven and inegalitarian system of medical coverage and helped shape the limits of American social policy for the rest of the century. Hoffman examines each of the major combatants in the battle over compulsory health insurance. While physicians, employers, the insurance industry, and conservative politicians forged a uniquely powerful coalition in opposition to health insurance proposals, she shows, reformers' potential allies within women's organizations and the labor movement were bitterly divided. Against the backdrop of World War I and the Red Scare, opponents of reform denounced government-sponsored health insurance as "un-American" and, in the process, helped fashion a political culture that resists proposals for universal health care and a comprehensive welfare state even today.

Available in PDF, EPUB and Kindle. Book excerpt: For the first one-third of the twentieth century, proposals for workmen's compensation, unemployment or health insurance, and widow's or old age pensions met steep resistance on the grounds that such programs would diminish the dignity of the individual. In this book, Roy Lubove examines the clash between the traditional American ethic of individualism and voluntarism and the push for an active government role in social welfare assistance, and the battles within the social security movement itself. He concludes his study with the actual legislative enactments of 1935 when, after the experience of the Great Depression, social insurance came into its own.

In Health Security for All, Alan Derickson examines the emergence of diverse proposals for all-encompassing health reform since the early twentieth century. This study discovers not only a number of imaginative arguments for extending health services but also an unexpectedly wide array of passionate advocates for universalism. An innovative approach to one of the great unresolved social and political problems of our time, Health Security for All will be of interest to social scientists, health policy scholars, historians, and idealists across the political spectrum.

Available in PDF, EPUB and Kindle. Book excerpt: “A monumental achievement” (New York Times) and the winner of the Pulitzer Prize and the Bancroft Prize in American History, this is a landmark history of the American health care system. Considered the definitive history of the American health care system, The Social Transformation of American Medicine examines how the roles of doctors, hospitals, health plans, and government programs have evolved over the last two and a half centuries. How did the financially insecure medical profession of the nineteenth century become a prosperous one in the twentieth? Why was national health insurance blocked? And why are corporate institutions taking over our medical system today? Beginning in 1760 and coming up to the present day, renowned sociologist Paul Starr traces the decline of professional sovereignty in medicine, the political struggles over health care, and the rise of a corporate system. Updated with a new preface and an epilogue analyzing developments since the early 1980s, The Social Transformation of American Medicine is a must-read for anyone concerned about the future of our fraught health care system.
