Book excerpt: Taxation has been seen as the domain of charisma-free accountants, lawyers and number crunchers – an unlikely place to encounter big societal questions about democracy, equity or good governance. Yet it is exactly these issues that pervade conversations about taxation among policymakers, tax collectors, civil society activists, journalists and foreign aid donors in Africa today. Tax has become viewed as central to African development. Written by leading international experts, Taxing Africa offers a cutting-edge analysis on all aspects of the continent's tax regime, displaying the crucial role such arrangements have on attempts to create social justice and push economic advancement. From tax evasion by multinational corporations and African elites to how ordinary people navigate complex webs of 'informal' local taxation, the book examines the potential for reform, and how space might be created for enabling locally-led strategies.

This book was released on 2021-07-20 with total page 102 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report presents elements of the development of Sudanese women’s political participation through time. It highlights several political routes from their early days until the contemporary era. The study is based on an analysis of secondary sources alongside empirical data derived from four states within Sudan, namely: Blue Nile, Central Darfur, Kassala and River Nile. Different themes are explored and they include: the meanings of political participation, women’s leadership roles, identifying structural limitations that hinder the participation of women in politics, possible avenues for women’s participation, the presence of women in politics, variations in religious interpretations and their impact on political participation, the status of the Sudanese constitution and the views of women and men on the extent that women might advance in the next elections. The report also address how the December revolution of 2018 might improve the situation for women’s political participation, since it marks a break from the earlier practices of the Islamist regime that had a severe negative impact on the freedoms of Sudanese women and their ability to engage in political activities. Political parties are considered gatekeepers for women’s access to political positions of power as they play an important role in institutionalizing women’s inclusion in politics. Ensuring that political parties in Sudan play an active role in the advancement of gender equality and the enhancement of women’s political participation is particularly important as Sudan prepares for its transition to democracy.

Available in PDF, EPUB and Kindle. Book excerpt: Conventional wisdom in international relations maintains that democracies are only peaceful when encountering other democracies. Using a variety of social scientific methods of investigation ranging from statistical studies and laboratory experiments to case studies and computer simulations, Rousseau challenges this conventional wisdom by demonstrating that democracies are less likely to initiate violence at early stages of a dispute. Using multiple methods allows Rousseau to demonstrate that institutional constraints, rather than peaceful norms of conflict resolution, are responsible for inhibiting the quick resort to violence in democratic polities. Rousseau finds that conflicts evolve through successive stages and that the constraining power of participatory institutions can vary across these stages. Finally, he demonstrates how constraint within states encourages the rise of clusters of democratic states that resemble "zones of peace" within the anarchic international structure.

Available in PDF, EPUB and Kindle. Book excerpt: Many of war's lethal failures are attributable to ignorance caused by a dearth of contemporary, accessible theory to inform warfighting, strategy, and policy. To remedy this problem, Colonel Geoffrey F. Weiss offers an ambitious new survey of war's nature, character, and future in the tradition of Sun Tzu and Clausewitz. He begins by melding philosophical and military concepts to reveal war's origins and to analyze war theory's foundational ideas. Then, leveraging science, philosophy, and the wisdom of war's master theorists, Colonel Weiss presents a genuinely original framework and lexicon that characterizes and clarifies the relationships between humanity, politics, strategy, and combat; explains how and why war changes form; offers a methodology for forecasting future war; and ponders the permanence of war as a human activity. The New Art of War is an indispensable guide for understanding human conflict that will change how we think and communicate about war.

Available in PDF, EPUB and Kindle. Book excerpt: Facing threats ranging from Islamist insurgencies to the Ebola pandemic, African regional actors are playing an increasingly vital role in safeguarding peace and stability across the continent. But while the African Union has demonstrated its ability to deploy forces on short notice and in difficult circumstances, the challenges posed by increasingly complex conflict zones have revealed a widening divide between the theory and practice of peacekeeping. With the AU's African Standby Force becoming fully operational in 2016, this timely and much-needed work argues that responding to these challenges will require a new and distinctively African model of peacekeeping, as well as a radical revision of the current African security framework. The first book to provide a comprehensive overview and analysis of African peace operations, The Future of African Peace Operations gives a long overdue assessment of the ways in which peacekeeping on the continent has evolved over the past decade. It will be a vital resource for policy makers, researchers and all those seeking solutions and insights into the immense security challenges which Africa is facing today.

Available in PDF, EPUB and Kindle. Book excerpt: The untold story of America's attempt to forge a nation from scratch, from euphoric birth to heart-wrenching collapse. South Sudan's independence was celebrated around the world—a triumph for global justice and an end to one of the world's most devastating wars. But the party would not last long: South Sudan's freedom fighters soon plunged their new nation into chaos, shattering the promise of liberation and exposing the hubris of their foreign backers. Chronicling extraordinary stories of hope, identity, and survival, A Rope from the Sky journeys inside an epic tale of paradise won and then lost. This character-driven narrative is first a story of power, promise, greed, compassion, violence, and redemption from the world's most neglected patch of territory. But it is also a story about the best and worst of America—both its big-hearted ideals and its difficult reckoning with the limits of American power amid a changing global landscape. Zach's Vertin's firsthand acounts, from deadly war zones to the halls of Washington power, brings readers inside this remarkable episode—an unprecedented experiment in state-building and a cautionary tale. It is brilliant and breathtaking, a moder-day Greek tragedy that will challenge our perspectives on global politics.
