Book excerpt: From the authors of the bestselling The Big Shift, a provocative argument that the global population will soon begin to decline, dramatically reshaping the social, political, and economic landscape. For half a century, statisticians, pundits, and politicians have warned that a burgeoning planetary population will soon overwhelm the earth's resources. But a growing number of experts are sounding a different kind of alarm. Rather than growing exponentially, they argue, the global population is headed for a steep decline. Throughout history, depopulation was the product of catastrophe: ice ages, plagues, the collapse of civilizations. This time, however, we're thinning ourselves deliberately, by choosing to have fewer babies than we need to replace ourselves. In much of the developed and developing world, that decline is already underway, as urbanization, women's empowerment, and waning religiosity lead to smaller and smaller families. In Empty Planet, Ibbitson and Bricker travel from South Florida to Sao Paulo, Seoul to Nairobi, Brussels to Delhi to Beijing, drawing on a wealth of research and firsthand reporting to illustrate the dramatic consequences of this population decline--and to show us why the rest of the developing world will soon join in. They find that a smaller global population will bring with it a number of benefits: fewer workers will command higher wages; good jobs will prompt innovation; the environment will improve; the risk of famine will wane; and falling birthrates in the developing world will bring greater affluence and autonomy for women. But enormous disruption lies ahead, too. We can already see the effects in Europe and parts of Asia, as aging populations and worker shortages weaken the economy and impose crippling demands on healthcare and social security. The United States is well-positioned to successfully navigate these coming demographic shifts--that is, unless growing isolationism and anti-immigrant backlash lead us to close ourselves off just as openness becomes more critical to our survival than ever before. Rigorously researched and deeply compelling, Empty Planet offers a vision of a future that we can no longer prevent--but one that we can shape, if we choose.

"Sonny" Montgomery helps readers relive the Montgomery GI Bill's 1987 enactment, while learning each step of the way. Across the Aisle's extensive illustrative material brings the legislative process alive, as readers travel the historic legislative road with Congressman Montgomery himself as escort, storyteller, mentor, and colleague Congressman Montgomery served his Mississippi constituents for thirty years. Twenty-eight of those years included service on the House Committee on Veterans' Affairs, fourteen years as its chairman. Montgomery and a handful of colleagues understood that the success of our all-volunteer military would hinge on a permanent "GI Bill" education program. Indeed the Montgomery GI Bill has proven to help America on many fronts, including post-secondary education and training, national security, military recruiting, workforce and youth development, economic competitiveness, and civic leadership Montgomery's unique first-person account brings Washington, D.C., and lawmaking alive with enduring lessons in leadership, persuasion, civility, and that timeless virtue--perseverance.

Available in PDF, EPUB and Kindle. Book excerpt: In 1948, William W. Remington was one of the bright young men in the Truman administration. He was tall and handsome, a product of Dartmouth and Columbia. From 1940 on, he had risen through government ranks, serving on wartime boards, the President's Council of Economic Advisors, and eventually as a major official in the Department of Commerce, with a promising future ahead. By 1954, however, Remington was dead--assassinated in his cell by a team of inmates in a high-security Federal prison. In Un-American Activities, historian Gary May tells the fascinating story of William Remington--a story of intrigue, injustice, government corruption, and anti-Communist hysteria. May labored for eight years in reconstructing Remington's case, searching through FBI files, government documents, and waging an epic battle against then-U.S. Attorney Rudy Guiliani to become the first historian to obtain access to grand jury records. The result is a brilliant account of one man's tragic odyssey and a government run amok. Remington's future collapsed in 1948, when he was charged with being a Communist and a Soviet spy. The accuser was Elizabeth Bentley, an admitted ex-Communist herself and a former courier for Soviet spymasters. Remington's life fell into a whirlpool, as he fought government improprieties, illegalities, and the assumption he was guilty. Cleared by government loyalty boards, he was indicted by a grand jury--whose foreman was secretly helping Elizabeth Bentley prepare her memoirs. Remington suffered through two trials for perjury, and the chief witness against him was his own embittered ex-wife. He was convicted and sentenced to the federal penitentiary at Lewisburg, Pennsylvania, where his reputation as a Communist preceded him. But May's account also offers fascinating insight into the depth of Soviet penetration into wartime America: As he follows Remington's life, from the radical circles at Dartmouth and the Tennessee Valley Authority in the 1930s through his Washington career, he finds that Remington may well have been guilty of the charges against him. Gary May is one of the leading historians writing about postwar America. His first book, China Scapegoat, won the Allan Nevins Prize and was hailed as "as well as a novel, as powerful as a good film" by the The Los Angeles Times. Here he brings his analytical and narrative skills to bear on one of the forgotten stories of the McCarthy era, uncovering a gripping tale of espionage, corruption, and personal tragedy.

Available in PDF, EPUB and Kindle. Book excerpt: Providing a compelling look at veterans' policy, this book describes why the Republican party is considered the party for veterans despite the fact that Congressional Democrats are responsible for a greater number of policy initiatives. The United States is home to 21 million veterans, and Veterans' Affairs is the second-largest federal department, with a budget exceeding $119 billion. Many veterans, however, remain under-served. Republicans are seen as veterans' champions, and they send the majority of Congressional constituent communications on veterans' issues, yet they are lead sponsors on only 37 percent of bills considered by the Senate Veterans' Affairs Committee. What accounts for this discrepancy? Drawing on thousands of e-newsletters sent from Congress to constituents, Congress and U.S. Veterans: From the GI Bill to the VA Crisis argues that the distribution of veterans across districts and the Republican Party is based on government spending, which pulls Republican legislators in opposite directions. This eye-opening book offers a history of veterans' programs, highlights legislative leaders and the most pressing policy areas for reform, identifies the issues most often discussed by members of Congress from each party, points out which Congresspeople have acted on veterans' issues and which have not, and offers an analysis of veteran population distribution and legislative policy preferences.

Available in PDF, EPUB and Kindle. Book excerpt: From the fights about the teaching of evolution to the details of sex education, it may seem like American schools are hotbeds of controversy. But as Jonathan Zimmerman and Emily Robertson show in this insightful book, it is precisely because such topics are so inflammatory outside school walls that they are so commonly avoided within them. And this, they argue, is a tremendous disservice to our students. Armed with a detailed history of the development of American educational policy and norms and a clear philosophical analysis of the value of contention in public discourse, they show that one of the best things American schools should do is face controversial topics dead on, right in their classrooms. Zimmerman and Robertson highlight an aspect of American politics that we know all too well: We are terrible at having informed, reasonable debates. We opt instead to hurl insults and accusations at one another or, worse, sit in silence and privately ridicule the other side. Wouldn’t an educational system that focuses on how to have such debates in civil and mutually respectful ways improve our public culture and help us overcome the political impasses that plague us today? To realize such a system, the authors argue that we need to not only better prepare our educators for the teaching of hot-button issues, but also provide them the professional autonomy and legal protection to do so. And we need to know exactly what constitutes a controversy, which is itself a controversial issue. The existence of climate change, for instance, should not be subject to discussion in schools: scientists overwhelmingly agree that it exists. How we prioritize it against other needs, such as economic growth, however—that is worth a debate. With clarity and common-sense wisdom, Zimmerman and Robertson show that our squeamishness over controversy in the classroom has left our students woefully underserved as future citizens. But they also show that we can fix it: if we all just agree to disagree, in an atmosphere of mutual respect.
