Book excerpt: The European Commission commissioned a study on the Union's situation and options regarding the introduction, production, evaluation, marketing and use of invertebrate biocontrol agents (IBCAs) within the territory of the Union. EY was mandated to analyse the Union's situation across all 27 EU Member States and to support the preparatory work for the design of a possible initiative that addresses shortcomings of the current situation. Quantitative and qualitative evidence reveals that the IBCA market and uses vary across the Member States. While IBCA commercial use is quite developed in greenhouses, high-value crops and generally where pesticide use is limited, use in the open-field faces more challenges and is likely the sector with the most potential for development. The regulatory frameworks also vary greatly: some Member States have detailed procedures for the introduction of IBCA species while others apply no regulatory provisions related to the introduction of IBCAs, which may completely allow or disallow IBCA introductions, depending on the national environmental and biodiversity frameworks. This harmonisation gap could be addressed by a regulatory EU initiative, ranging from shared guidelines to the centralisation of the procedures and risk-assessments. Finally, the existing divergences could be addressed by possible EU initiatives including support to research, innovation and knowledge sharing.

It is an update of A Review of Biological Control in Western and Southern Europe edited by Greathead (1976) and covers the period from 1897, when the beetle Rodolia cardinalis was introduced into Portugal against the invasive cottony cushion scale, Icerya purchasi, until the end of 2009. This review is based largely on the BIOCAT database (Greathead and Greathead 1992), which contains records of the introduction of insect natural enemies, namely parasitoids and predators, for the control of insect pests worldwide. This review may not provide the complete list of BC agents introduced into Europe. Nevertheless, the report includes a vast majority of the introductions, and hence provides a representative picture of the history of releases of exotic BC agents into the environment in Europe.

It shows the many traditional and potential new uses of insects for direct human consumption and the opportunities for and constraints to farming them for food and feed. It examines the body of research on issues such as insect nutrition and food safety, the use of insects as animal feed, and the processing and preservation of insects and their products. It highlights the need to develop a regulatory framework to govern the use of insects for food security. And it presents case studies and examples from around the world. Edible insects are a promising alternative to the conventional production of meat, either for direct human consumption or for indirect use as feedstock. To fully realise this potential, much work needs to be done by a wide range of stakeholders. This publication will boost awareness of the many valuable roles that insects play in sustaining nature and human life, and it will stimulate debate on the expansion of the use of insects as food and feed.
