The committee recognizes that evidence for cost savings from application of systems engineering has not been demonstrated yet.

Book excerpt: This paper describes the sample selection, sample preparation, environmental, and regulatory considerations for shipment of Hanford radioactive waste samples for treatability studies of the FBSR process at the Savannah River National Laboratory and the Pacific Northwest National Laboratory. The U.S. Department of Energy (DOE) Hanford tank farms contain approximately 57 million gallons of wastes, most of which originated during the reprocessing of spent nuclear fuel to produce plutonium for defense purposes. DOE intends to pre-treat the tank waste to separate the waste into a high level fraction, that will be vitrified and disposed of in a national repository as high-level waste (HLW), and a low-activity waste (LAW) fraction that will be immobilized for on-site disposal at Hanford. The Hanford Waste Treatment and Immobilization Plant (WTP) is the focal point for the treatment of Hanford tank waste. However, the WTP lacks the capacity to process all of the LAW within the regulatory required timeframe. Consequently, a supplemental LAW immobilization process will be required to immobilize the remainder of the LAW. One promising supplemental technology is Fluidized Bed Steam Reforming (FBSR) to produce a sodium-alumino-silicate (NAS) waste form. The NAS waste form is primarily composed of nepheline (NaAlSiO4), sodalite (Nas[AlSiO4]6Cl2), and nosean (Na[AlSiO4]6SO4). Semivolatile anions such as pertechnetate (TcO4āˆ’) and volatiles such as iodine as iodide (Iāˆ’) are expected to be entrapped within the mineral structures, thereby immobilizing them (Janzen 2008). Results from preliminary performance tests using surrogates, suggests that the release of semivolatile radionuclides 99Tc and volatile 129I from granular NAS waste form is limited by Nosean solubility. The predicted release of 99Tc from the NAS waste form at a 100 meters down gradient well from the Integrated Disposal Facility (IDF) was found to be comparable to immobilized low-activity waste glass waste form in the initial supplemental LAW treatment technology risk assessment (Mann 2003). To confirm this hypothesis, DOE is funding a treatability study where three actual Hanford tank waste samples (containing both 99Tc and 125I) will be processed in Savannah River National Laboratory's (SRNL) Bench-Scale Reformer (BSR) to form the mineral product, similar to the granular NAS waste form, that will then be subject to a number of waste form qualification tests. In previous tests, SRNL have demonstrated that the BSR product is chemically and physically equivalent to the FBSR product (Janzen 2005). The objective of this paper is to describe the sample selection, sample preparation, and environmental and regulatory considerations for treatability studies of the FBSR process using Hanford tank waste samples at the SNRL. The SNRL will process samples in its BSR. These samples will be decontaminated in the 222-S Laboratory to remove undissolved solids and selected radioisotopes to comply with Department of Transportation (DOT) shipping regulations and to ensure worker safety by limiting radiation exposure to As Low As Reasonably Achievable (ALARA). These decontamination levels will also meet the Nuclear Regulatory Commission's (NRC's) definition of low activity waste (LAW). After the SNRL has processed the tank samples to a granular mineral form, SRNL and Pacific Northwest National Laboratory (PNNL) will conduct waste form testing on both the granular material and monoliths prepared from the granular material. The tests being performed are outlined in Appendix A.

Book excerpt: The One System Integrated Project Team (IPT) was formed in late 2011 as a way for improving the efficiency of delivery and treatment of highly radioactive waste stored in underground tanks at the U.S. Department of Energy's (DOE's) 586-square-mile Hanford Site in southeastern Washington State. The purpose of the One System IPT is to improve coordination and integration between the Hanford's Waste Treatment Plant (WTP) contractor and the Tank Operations Contractor (TOC). The vision statement is: One System is a WTP and TOC safety conscious team that, through integrated management and implementation of risk-informed decision and mission-based solutions, will enable the earliest start of safe and efficient treatment of Hanford's tank waste, to protect the Columbia River, environment and public. The IPT is a formal collaboration between Bechtel National, Inc. (BNI), which manages design and construction of the WTP for the U.S. Department of Energy's Office of River Protection (DOEORP), and Washington River Protection Solutions (WRPS), which manages the TOC for ORP. More than fifty-six (56) million gallons of highly radioactive liquid waste are stored in one hundred seventy-seven (177) aging, underground tanks. Most of Hanford's waste tanks - one hundred forty-nine (149) of them - are of an old single-shell tank (SST) design built between 1944 and 1964. More than sixty (60) of these tanks have leaked in the past, releasing an estimated one million gallons of waste into the soil and threatening the nearby Columbia River. There are another twenty-eight (28) new double-shelled tanks (DSTs), built from 1968 to 1986, that provide greater protection to the environment. In 1989, DOE, the U.S. Environmental Protection Agency (EPA), and the Washington State Department of Ecology (Ecology) signed a landmark agreement that required Hanford to comply with federal and state environmental standards. It also paved the way for agreements that set deadlines for retrieving the tank wastes and for building and operating the WTP. The tank wastes are the result of Hanford's nearly fifty (50) years of plutonium production. In the intervening years, waste characteristics have been increasingly better understood. However, waste characteristics that are uncertain and will remain as such represent a significant technical challenge in terms of retrieval, transport, and treatment, as well as for design and construction ofWTP. What also is clear is that the longer the waste remains in the tanks, the greater the risk to the environment and the people of the Pacific Northwest. The goal of both projects - tank operations and waste treatment - is to diminish the risks posed by the waste in the tanks at the earliest possible date. About two hundred (200) WTP and TOC employees comprise the IPT. Individual work groups within One System include Technical, Project Integration & Controls, Front-End Design & Project Definition, Commissioning, Nuclear Safety & Engineering Systems Integration, and Environmental Safety and Health and Quality Assurance (ESH & QA). Additional functions and team members will be added as the WTP approaches the operational phase. The team has undertaken several initiatives since its formation to collaborate on issues: (1) alternate scenarios for delivery of wastes from the tank farms to WTP; (2) improvements in managing Interface Control Documents; (3) coordination on various technical issues, including the Defense Nuclear Facilities Nuclear Safety Board's Recommendation 2010-2; (4) deployment of the SmartPlant Foundation-configuration Management System; and (5) preparation of the joint contract deliverable of the Operational Readiness Support Plan.

Book excerpt: In order to anticipate potential problems as early as possible during the design effort, a method for interaction analysis was developed to meet the specific hazards of the Hanford Waste Vitrification Plant (HWVP). The requirement for interaction analysis is given in DOE Order 6430.1B and DOE-STD-1021-92. The purpose of the interaction analysis is to ensure that non-safety class items will not fail in a manner that will adversely affect the ability of any safety class item to perform its safety function. In the HWVP there are few structures, equipment, or controls that are safety class. In addition to damage due to failure of non-safety class items as a result of natural phenomena, threats to HWVP safety class items include the following: room flooding from firewater, leakage of chemically reactive liquids, high-pressure gas impingement from leaking piping, rocket-type impact from broken pressurized gas cylinders, loss of control of mobile equipment, cryogenic liquid spill, fire, and smoke. The time needed to perform the interaction analysis is minimized by consolidating safety class items into segregated areas. Each area containing safety class items is evaluated, and any potential threat to the safety functions is noted. After relocation of safety class items is considered, items that pose a threat are generally upgraded to eliminate the threat to the safety class items. Upgrading is the preferred option when relocation is not possible. An example will illustrate the method and application in the phased design, procurement, and construction environment of the HWVP.
