Book excerpt: The Endangered Species Act (ESA) of 1973 protects plant and animal species that are either facing extinction or are likely to face extinction in the foreseeable future and protects the ecosystems upon which they depend. It includes provisions for listing species that need protection, designating habitat deemed critical to a species' survival, developing recovery plans, and protecting species against harm. Over the last 10 years, the auditor has reported on many of the major program areas of the ESA -- listing, critical habitat, recovery, and the consultation process by which fed. agencies ensure that their actions do not cause harm to listed species. This report discusses recommend. that have and have not been implemented. Charts and tables.

Available in PDF, EPUB and Kindle. Book excerpt: Species are disappearing from the earth at a rate of hundreds, and perhaps thousands, of times greater than every before witnessed. According to many scientists, this rapid destruction will lead to irreversible changes in the earth's ecosystem. The Expendable Future provides a comprehensive and critical evaluation of the politics of biological diversity in the United States and of state and federal policies on endangered species from the early 1960s to the present. Drawing on congressional hearing and debates, previously unpublished public opinion surveys, interviews with state officials and employees of the Department of the Interior, and internal documents from this and other government agencies, Tobin provides an in-depth analysis of the policies on endangered species and the policy relationships among the different units of government involved in implementation. He examines the resources that are available for the protection of endangered species and the way in which those resources are matched to the priorities. Tobin also discusses the processes by which species are classified as endangered, how these species' critical habitats are determined and protected, and the successes, and mostly failures, of current recovery programs.

Book excerpt: Pursuant to a congressional request, GAO examined decisions that the Fish and Wildlife Service (FWS) and the National Marine Fisheries Service (NMFS) made between fiscal year (FY) 1974 and FY 1991 in implementing the Endangered Species Act of 1973. GAO found that: (1) the five major processes that the act established for protecting plant and animal species include the petition process, the listing and critical habitat designation process, the consultation process, the recovery process, and the habitat-conservation planning process; (2) the act specifies required time frames and factors that FWS and NMFS must consider when making act-related decisions for protecting plant and animal species; (3) the criteria also delineate the processes during which economic factors may be considered in reaching decisions; (4) 65 percent of the 209 petitions FWS and NMFS received through FY 1991 for listing endangered species provided adequate biological information to indicate that listing may be warranted; (5) from FY 1987 through FY 1991, almost 90 percent of all consultations between FWS and NMFS and other federal agencies regarding the effect of proposed actions on a species did not find any jeopardy to the species, while the agencies offered alternative actions to mitigate threats in most of the remaining cases; (6) FWS and NMFS are paying greater attention to developing mandated plans to guide the recovery of listed species and have approved recovery plans for over 60 percent of all listed species; (7) beyond the 650 species already on the endangered species list, FWS and NMFS recognize 600 others as being vulnerable enough to support proposals that would list them as endangered or threatened; and (8) it will take FWS until 2006 to list those additional 600 species as endangered or threatened, primarily because of resource constraints.

Available in PDF, EPUB and Kindle. Book excerpt: This Handbook provides an overview of Section 7 consultation under the Endangered Species Act (ESA) and provides advice on carrying out Section 7 consultation for transportation projects. This Handbook focuses on the consultation process primarily from the perspective of the federal action agency and the applicant. The Background Briefing section describes the legal framework for Section 7 consultation as defined in the ESA itself and in regulations issued by the U.S. Fish and Wildlife Service and the National Marine Fisheries Service. This section includes a flow chart illustrating the four main steps in Section 7 consultation and the findings that can be made at each step. The Key Issues to Consider section raises a series of questions for practitioners to consider when undertaking Section 7 consultation for a transportation project. This section can be used as a checklist when preparing for each step in Section 7 consultation. The Practical Tips section provides advice on how to comply with Section 7 requirements as efficiently and effectively as possible. Issues covered in the Practical Tips section of the Handbook include: Preparing for Section 7 consultation - Defining the action area and requesting or submitting a species list - Assessing the effects of the proposed action on Section 7 resources - Conducting formal consultation - Conducting conference for proposed species and proposed critical habitat - Coordinating Section 7 with the NEPA process and other requirements - Complying with Section 7 following completion of the NEPA process.

It is the first effort to engage social scientists as well as biologists in a wide-ranging analysis and discussion of endangered species conservation, and provides valuable insight into the policy and implementation framework of species recovery programs. The book features a unique integration of case studies with theory, and provides sound, practical ideas for improving endangered species policy implementation.
